For the first time, the U.S. sided with Russia and China at the UN’s nuclear watchdog, opposing a resolution warning that attacks on Ukraine’s energy infrastructure threaten nuclear safety.

The measure—backed by European countries, Australia, Canada, Argentina, and Chile—passed 20–4 despite U.S. opposition. Niger was the only other country to vote against it.

Washington said it shared concerns about risks to Ukraine’s nuclear plants but opposed what it called an “unnecessary resolution” that wouldn’t help achieve peace between Ukraine and Russia.
