Reviving production would require tens—possibly hundreds—of billions of dollars, especially because Venezuela’s oil is heavy and costly to process. With crude prices near $60, most companies see the risk as too high.

Chevron, which never fully left, is best positioned to benefit, while ExxonMobil and ConocoPhillips remain wary after past nationalizations.
