The Telegraph, citing senior British military chief:
Britain has run out of defence equipment to donate to Ukraine and other countries should step in and shoulder more of the burden.
A senior military source told The Telegraph that the onus should not be on the UK to provide the “billions” Mr Wallace has called for.
“Giving billions more doesn’t mean giving billions of British kit,” they said, adding that the UK had a role to play in “encouraging other nations to give more money and weapons”.
“We’ve given away just about as much as we can afford,” they added.
“We will continue to source equipment to provide for Ukraine, but what they need now is things like air defence assets and artillery ammunition and we’ve run dry on all that.”

#BREAKING The Daily Mail:
Fifty-five Chinese sailors are feared dead after their nuclear submarine apparently got caught in a trap intended to ensnare British sub-surface vessels in the Yellow Sea.
According to a secret UK report the seamen died following a catastrophic failure of the submarine's oxygen systems which poisoned the crew.
The captain of the Chinese PLA Navy submarine '093-417' is understood to be among the deceased, as are 21 other officers.
Officially, China has denied the incident took place. It also appears Beijing refused to request international assistance for its stricken submarine.
The UK report into the fatal mission reads: 'Intelligence reports that on 21st of August there was an onboard accident whilst carrying out a mission in the Yellow Sea.
'Incident happened at 08.12 local resulting in the death of 55 crew members: 22 officers, 7 officer cadets, 9 petty officers, 17 sailors. Dead include the captain Colonel Xue Yong-Peng.
'Our understanding is death caused by hypoxia due to a system fault on the submarine. The submarine hit a chain and anchor obstacle used by the Chinese Navy to trap US and allied submarines.
'This resulted in systems failures that took six hours to repair and surface the vessel. The onboard oxygen system poisoned the crew after a catastrophic failure.'

The Exodus of Russian ships from Sevastopol
Russian Black Sea Fleet moved most of its ships from Sevastopol to Novorossiysk.
All three operational submarines of Project 06363 (Kilo-class), both frigates of Project 11356 (Admiral Grigorovich-class) & one patrol ship moved to Novorossiysk.
Project 1135M (Krivak-class frigate), five large landing ships, and, apparently, the bulk of small missile ships are also in Novorossiysk.
Another part of the ships - one large landing ship, two small missile ships and both new minesweepers of Project 12700 (Alexandrit-class) - moved from Sevastopol to Feodosia.

Deputy Prime Minister and Minister of Digital Transformation of Ukraine Mykhailo Fedorov:
Ukrainians created an “invisibility cloak” for the Defense Forces.
Such raincoats will protect our soldiers from Russian thermal imaging cameras and drones with thermal imaging cameras, blocking the radiation of heat.
The design is compact and light — weight up to 2.5 kg. Also, the raincoat does not burn and protects against high temperatures and rain.

Russia’s TASS citing a source in the Crimean ship repair industry on destroyed Ropucha-class landing ship Minsk in Sevastopol on September 13:
The technical readiness of Minsk can be restored using units of a former ship of the Naval Forces (Navy) of the Armed Forces of Ukraine.
“We are considering the option of restoring the technical readiness of the Minsk landing craft through the use of systems and units of the Konstantin Olshansky, similar in design and “forgotten” since 2014.
Project 775 (Ropucha-class) Konstantin Olshansky, has been painted to Russian Navy colors and flying the Russian naval jack since July 23, 2021.
The ship's two diesel engines has been restored back to operational status.
Konstantin Olshansky was formerly a Ukrainian Navy ship and was one of the ships captured at Sevastopol during the annexation back in 2014.
It previously have the pennant number U402 during Ukrainian Navy service, now they repainted the 402 pennant after it was painted over.

Finnish journalists expose how companies circumvent car export ban to Russia
Finnish investigative journalists have exposed how companies are circumventing the ban on exporting cars to Russia, according to a report published by the Finnish Broadcasting Company (Yle).
The journalists attached a motion sensor to a Lexus RX350 and tracked it as it was allegedly transported from Canada to Kazakhstan in transit through Germany and Russia.
Transit is not prohibited by the ban, but the journalists found that the car was actually transported to St. Petersburg and then Moscow.
The Lexus was later discovered in a car dealership in Tomsk, where it was purchased and driven around the city.
The journalists believe that the carriers provided the Finnish and Russian border guards with different documents regarding the final point of delivery.

Anti-Semitic Armenian radical vandalized a synagogue in Yerevan, Armenia; poured paint and broke the glasses.
Armenian terrorist organization ASALA has claimed responsibility for the act of vandalism committed yesterday at the World Jewish Center in Yerevan.
The synagogue was painted with red liquid and the windows were broken.
“We, the young followers of the true freedom fighters of the Armenian people, are proud to inform you of the intimidation operation that was carried out on the morning of October 3, 2023 against the World Jewish Center in Yerevan.”
At the same time, Armenian nationalists proudly declared that they would continue to commit this kind of action against Jews and the Jewish world.

FT:
Franco-German lack of consensus delays EU decision-making
A lack of consensus between France and Germany, the two most powerful EU member states, is causing delays in multiple high-priority and time-sensitive issues, including financing Ukraine and overseeing national budgets.
The impasse has startled Brussels and other EU capitals, and exposed the difficulty of taking decisions without alignment between Paris and Berlin.
The lack of personal chemistry between German chancellor Olaf Scholz and French president Emmanuel Macron does not help.
“They just don’t seem to get on,” said one person present at recent discussions between the two leaders.
“And that’s at the heart of this.”
The problems stem from both significant policy disagreements between the two countries and the fractious nature of the coalition government in Germany, which has made it harder for Chancellor Olaf Scholz to set a clear direction on issues such as energy.
The tensions have been percolating for more than a year, but they have come to a head in recent months as the EU struggles to respond to the war in Ukraine and its economic fallout.
In particular, there is disagreement over how to fund Ukraine's war effort and how to reduce the EU's reliance on Russian energy. France and Germany have also clashed over issues such as trade and immigration.

POLITICO:
EU, Russia and US held secret talks in Türkiye days before Azerbaijan's Karabakh blitz
Top officials from the United States, the European Union, and Russia held undisclosed emergency talks in Türkiye on September 17, just days before Azerbaijan launched a anti-terror operation in Karabakh.
The meeting, which was not announced to the public, marks a rare — if ultimately unsuccessful — contact between Moscow and the West on a major security concern, after Russian President Vladimir Putin's invasion of Ukraine in February 2022 upended regular diplomacy.
A senior diplomat with knowledge of the discussions told POLITICO that the meeting took place in Istanbul as part of efforts to pressure Azerbaijan to end its nine-month "blockade" of Karabakh and allow in humanitarian aid convoys from Armenia.
The diplomat said that the meeting focused on "how to get the bloody trucks moving" and ensure supplies of food and fuel could reach the enclave's estimated 100,000 residents.
The U.S. was represented by Louis Bono, Washington’s senior adviser for Caucasus negotiations, while the EU dispatched Toivo Klaar, its representative for the region. Russia, meanwhile, sent Igor Khovaev, who serves as Putin’s special envoy on relations between Armenia and Azerbaijan.
