savaş suçu işlemekten ötürü sorumlu tuttu. Rapora göre, Rus Ordusu aynı noktayı havadan "iki kez üst üste hedefleyerek suç işledi". Rapor ayrıca Rus hava saldırılarının herhangi bir askeri hedefe karşı gerçekleştirilmediğini ve çoğunlukla kadın ve çocuklardan oluşan 43 sivilin ölümüne neden olduğunu gösterdi.

The United Nations Human Rights Council condemned the Russian Air Force to commit war crimes in #Idlib, #Syria:
The Independent International Commission of Inquiry on Syria tasked by #UNHRC, hold responsible the Russian Armed Forces to be a part of a war crime on their indiscriminate airstrike to Idlib main market on July 22. According to the report, #RUAF had conducted a “double-tap” airstrike, in which the same place was once more targeted after the first strike. Finally, the report indicated that the airstrikes were not conducted against any specific military objectives and caused the death of 43 civilians mostly consisting of women and children.
