The reason blacks value prom to such a degree is because it is the last major event in their lives before they intentionally veer their lives off a cliff with gang violence, prison sentences, and single motherhood. It's the last moment where it seems like they might actually have upward mobility. Which is ironic since the type that does this are usually the type that never stood a chance in the first place. Also your tax dollars paid for this.
