Steele Dossier/McCain Refresher:

David Kramer met with Christopher Steele (MI6) in November 2016 after being dispatched by Senator John McCain to London. Kramer obtained copies of the dossier from Glenn Simpson of Fusion GPS.

On December 29, 2016, Kramer met with BuzzFeed reporter Ken Bensinger at the McCain Institute's office.

During this meeting, Bensinger took photographs of the dossier, which Kramer later claimed he did not explicitly permit, although he left the room for a while, allowing Bensinger to review and photograph it. This copy was then taken to BuzzFeed editor-in-chief Ben Smith, who decided to publish the dossier on January 10, 2017.

John McCain played a significant role in the dossier's dissemination. After learning about Steele's research from former British Ambassador Sir Andrew Wood at the Halifax International Security Forum in November 2016, McCain sent Kramer to meet Steele in London.

McCain then delivered the dossier to then-FBI Director James Comey and also shared it with other government officials.

The McCain Institute is linked through David Kramer, who was an executive there. The physical meeting between Kramer and Bensinger occurred at the McCain Institute's office, which facilitated the dossier's eventual publication.
