ALERT: Texas foster mother Kandice “Candy” Thompson has been charged with aggravated kidnapping and injury to a disabled person, both felonies.
This follows a neighbor finding a 22-year-old woman with mental and physical disabilities locked in a backyard dog kennel.
Thompson admitted to placing the victim in the kennel as punishment, referred to her as “this dog,” and the victim said it had happened before.
Thompson and her late husband, a former Anson police chief, had fostered over 50 children.
