I was a communications and public relations major in college. What he's talking about is the Spiral of Silence theory. Basically a loud minority forces the majority, on an individual level, to self censor and conform.

Remember how when you “broke into” the views you have now, you were shocked to find out how many others shared those views? You can find tons of times in history where the majority won because they had a better propaganda campaign, and you can find tons of times where the majority won because they didn’t fall for it.

The above document, dated to January 7, 2021, was obtained through a FOIA request filed by the US nonprofit organization Property of the People.

A Satanic-flirting 'musical artist' who sings she "made love with the Devil" was prevented from entering a church in Nantes last night to perform her filth. The concert was arranged by an association calling itself a 'Centre for Contemporary Culture,' with the connivance of the civil authorities and the NewReligion diocese.
Tickets for the event by Swedish 'artist' Anna von Hausswolff had sold out, but Catholic militants blocked all five entrances to the Notre Dame du Bon Port church to prevent the large crowd from entering. Eventually the 'concert' was called off and another one due to take place in a few days time at the Saint-Eustache church in Paris was also cancelled.
