More states have started issuing STATE CIVIL FINES after roadside inspections β not just CSA points anymore.
Before, many states only posted violations to CSA.
Now, they are sending real invoices and Notices of Violation.

π΄ Texas (TX) β Border areas, DPS enforcement
π΄ Arizona (AZ) β I-10 / I-40 inspections

We successfully disputed 3 HOS violations (395.8E β False Report of Record of Duty Status) from a Missouri Level III inspection.
The alleged issue:
βOdometer changed after non-driving statusβ

Starting April 1, 2026, inspectors can place drivers out of service if false logs are caused by ELD tampering (CVSA new OOS criteria).
β’ False logs due to ELD manipulation = OOS violation
β’ Inspectors now separate regular log mistakes from intentional tampering
β’ If real driving/rest times cannot be verified β driver may be placed OOS
