A plane has taken off from Andrews Air Force Base, Maryland, USA, and is on its way over the Pacific Ocean to Taiwan. On board: the speaker of the US House of Representatives Nancy Pelosi.

China threatened to shoot down the plane if necessary if the U.S. dared to visit Taiwan.

Hu Xijin, former editor-in-chief of the nationalist Global Times, called in a social media posting for her plane to be militarily escorted by the People's Liberation Army. And yet other experts do not even rule out the possibility of the plane being shot down.

Is it the voter, or at least in theory the politicians who are supposed to be carrying out their will, or is it this larger group, this constellation of influential actors who are able to subvert and shape the decisions of these congressmen or even Presidents."
