JPMorgan Says Ex-First Lady of U.S. Virgin Islands Helped Epstein Traffic Women

• JPMorgan’s filings against the territory allege Epstein primarily worked with first lady Cecile de Jongh—whose husband served as U.S. Virgin Islands Governor from 2007 to 2015—as an entrypoint into the territory’s leadership, as she worked for Epstein starting in 2000 and through her husband’s administration as governor.

• In one email thread from 2011 shared by JPMorgan, Epstein sent de Jongh proposed wording for legislation to ease travel restrictions for sex offenders under U.S. Virgin Islands law (Epstein was a registered sex offender at the time after pleading guilty in Florida in 2008 to soliciting underage prostitution).

• Epstein requested the territory alter the language for sex offender policies because “otherwise I could not go for a day trip to Tortola at the last minute,” he wrote, with de Jongh replying that she would forward the suggestions.

• Roughly two months later, the filing from JPMorgan shows, de Jongh emailed Epstein an apology because the legislation had not passed with his amendments, and promised to come up “with a game plan to get around these obstacles” for future legislation.

• In a number of email threads from 2013, de Jongh shared information with Epstein about getting some “ladies” enrolled in classes that would help them obtain visas to come to the Virgin Islands.

• Epstein wrote to de Jongh in 2010 asking who is in charge of airport customs as recent leadership “has been difficult lately” and he “used to have a great relationship” with airport supervisor Gloria Lambert—de Jongh said she would help figure out who the person causing difficulties was and speak with Epstein about it later that week.

• In response, Virgin Island attorney general spokesperson Venetia Velazquez said in a statement JPMorgan had “cherry-picked and mischaracterized” the interactions as an attempt to “distract and shift blame” from its own alleged Epstein ties.
