👆Parliament today passed the Energy Conservation (Amendment) Bill, 2022 with Rajya Sabha approving it today. Lok Sabha has already passed the Bill.

⭕️ The Bill seeks to amend the Energy Conservation Act, of 2001. It promotes energy efficiency and conservation.

⭕️The Bill empowers the Centre to specify a carbon credit trading scheme. The legislation also stipulates that designated consumers may be required to meet a proportion of their energy needs from non-fossil sources.

⭕️The Energy Conservation Code for buildings will apply to office and residential buildings with a connected load of 100 kilowatt or above

✅️ See the pic shown, this bill has been proposed and presented by Min of Power not by MOEFCC

Mark here that electricity is in concurrent list so, both centre and state govt can have a control on it ✅️

✅️ The Act empowers the Central Govt. to specify various things....read that sentence carefully......
👆Last line : The bill empowers the state governments to lower the load threshold ✅️
👆Important :

• Governing Council of BEE with members between 31-37 which wil include, read above
👆
There are also concerns about this Act like :

1) Role of various ministeries like tussle between Min of Power and MOEFCC, which one is apt?

2) Question of market regulator for carbon trading

3)No specification of interchangeability of carbon certificates

5) Centre Vs State issues in implememting the things; and many more issues, too, which are unaddressed in this Act
