CSIR
The Council of Scientific & Industrial Research (CSIR), known for its cutting edge R&D knowledgebase in diverse S&T areas, is a contemporary R&D organization. Having a pan-India presence, CSIR has a dynamic network of 38 national laboratories, 39 outreach centres, 3 Innovation Complexes and 5 units. CSIR’s R&D expertise and experience is embodied in about 4600 active scientists supported by about 8000 scientific and technical personnel.

CSIR covers a wide spectrum of science and technology – from radio and space physics, oceanography, geophysics, chemicals, drugs, genomics, biotechnology and nanotechnology to mining, aeronautics, instrumentation, environmental engineering and information technology. It provides significant technological intervention in many areas with regard to societal efforts which include environment, health, drinking water, food, housing, energy, farm and non-farm sectors. Further, CSIR’s role in S&T human resource development is noteworthy.

Pioneer of India’s intellectual property movement, CSIR today is strengthening its patent portfolio to carve out global niches for the country in select technology domains. CSIR is granted 90% of US patents granted to any Indian publicly funded R&D organization. On an average CSIR file about 200 Indian patents and 250 foreign patents per year. About 13.86% of CSIR patents are licensed - a number which is above the global average. Amongst its peers in publicly funded research organizations in the world, CSIR is a leader in terms of filing and securing patents worldwide.

CSIR has pursued cutting edge science and advanced knowledge frontiers. The scientific staff of CSIR only constitute about 3-4% of India’s scientific manpower but they contribute to 10% of India’s scientific outputs. In 2012, CSIR published 5007 papers in SCI Journals with an average impact factor per paper as 2.673. In 2013, CSIR published 5086 papers in SCI journals with an average impact factor per paper as 2.868.

CSIR has operationalized desired mechanisms to boost entrepreneurship, which could lead to enhanced creation and commercialization of radical and disruptive innovations, underpinning the development of new economic sectors.

CSIR has put in place CSIR@80: Vision & Strategy 2022 – New CSIR for New India. CSIR’s mission is “to build a new CSIR for a new India” and CSIR’s vision is to “Pursue science which strives for global impact, the technology that enables innovation-driven industry and nurtures trans-disciplinary leadership thereby catalyzing inclusive economic development for the people of India”.

CSIR is ranked at 84th among 4851 institutions worldwide and is the only Indian organization among the top 100 global institutions, according to the Scimago Institutions Ranking World Report 2014. CSIR holds the 17th rank in Asia and leads the country at the first position.

Junior Research Fellowships (JRF through CSIR-UGC NET)
General
a) The EMR Division under HRD Group of Council of Scientific & Industrial Research (CSIR) provide CSIR Research Fellowships and Associateships to bright young men and women for training in methods of research under the expert guidance of faculty members/scientists working in University Departments/Institutes of National Importance/National Laboratories and Institutes of CSIR in various fields of Science & Technology and Medical Sciences. List of CSIR Laboratories is at Annexure-I.

b) The CSIR Fellowships/Associateships are tenable in Universities/IITs/Post-Graduate Colleges/ Government Research Establishments including those of CSIR, R&D establishments of recognized public or private sector, industrial firms and other recognized institutions. However, CSIR reserves the right to determine the place best suited to provide necessary facilities in the area of science and technology in which the awardee is to specialize.

c) The CSIR Fellowships / Associatships are tenable in India. Only bonafide Indian citizens, residing in India are eligible for the award of research Fellowship/Associateships. The programme is aimed at National Human Resource Development for S&T.

d) The award of CSIR Fellowship / Associateships is for fixed tenure and does not imply any assurance or guarantee for subsequent employment by CSIR to the beneficiary. The authority to award/ terminate vests with CSIR. The awardee shall not lay claim to permanent absorption in CSIR, after the expiry of Fellowship / Associateship.

Junior Research Fellowships (JRF through CSIR-UGC NET)
Subject of Research
Preference is given to a subject / topic of research relevant to the research programme of CSIR laboratories and nationally important S&T areas.

ELIGIBILITY FOR CSIR JUNIOR RESEARCH FELLOWSHIP (JRF)

A large number of JRFs are awarded each year by CSIR. to candidates holding BS-4 years program/BE/B. Tech/B. Pharma/MBBS/ Integrated BS-MS/M.Sc. or Equivalent degree/BSc (Hons) or equivalent degree holders or students enrolled in integrated MS-Ph.D program with at least 55% marks for General & OBC (50% for SC/ST candidates, Physically and Visually handicapped candidates) after qualifying the National Eligibility Test ( NET) conducted by CSIR twice a year June and December.

Candidates with bachelor’s degree, whether Science, engineering or any other discipline, will be eligible for fellowship only after getting registered/enrolled for Ph.D/integrated Ph.D. programme within the validity period of two years.

Candidate enrolled for M.Sc. or having completed 10+2+3 years of the above qualifying examination are also eligible to apply in the above subject under the Result Awaited (RA) category.

The Council of Scientific and Industrial Research (CSIR) has entrusted the responsibility of conducting CSIR-UGC NET in CBT mode to NTA. CSIR-UGC NET is a test being conducted to determine the eligibility ‘for Junior Research Fellowship (JRF) and for Lectureship/Assistant Professor’ in Indian universities and colleges subject to fulfilling the eligibility criteria laid down by UGC. Online applications for JRF/NET are invited twice a year on all India basis through Press Notification of CSIR-UGC NET for JRF and LS/APCSIR and UGC provide Research Fellowships for training in methods of research under expert guidance of faculty members/scientists working in University Department/ National Laboratories and Institutions in various fields of Science. CSIR-UGC NET Fellowships are tenable in Universities/IITs/Post Graduate Colleges/Govt. Research Establishments including those of the CSIR, Research & Development establishments of recognized public or private sector industrial firms and other recognized institutions. Only bonafide Indian Citizens are eligible for the test. CSIR-UGC NET Fellowship is tenable in India. The programme is aimed at National Science & Technology Human Resource Development.
