Actual Nuclear charge ka wo part Jo ek valence electron tak pahuchta hai.

Par actual kyun nahi pahuchta? Kam kyun hota hai?

SHIELDING EFFECT. (Kind of similar to corruption, jitna aana chahiye tha utna aa nahi paata)

Aapke preparation journey mein :

Mentor/Guru/Teacher (jisko bhi aapne maana hai ki aapko follow Karna hai) ka advice = Nuclear Charge (actual)

Shielding = Your Inner voice (negative self talk) /Topper’s reviews/ any other point of view/ peers ka advice/ notifications/ pointless discussions / anything that deviates you from the goal and contradicts your mentor’s advice.
