1. The bank "locks" a certain amount of that fiat and issues an equivalent amount of Deposit Tokens on the blockchain.
2. When the government needs to pay for a service they send those tokens directly to the merchant’s digital wallet.
3. The merchant can then take those tokens back to the bank and "burn" them to receive regular KRW in their own bank account
The advantage of programmable money: If the government realizes a contractor did a bad job or shouldn't have been paid, they can technically "freeze" or "claw back" the token before it is redeemed.
