မြန်မာနိုင်ငံ၊ စစ်ကိုင်းမြို့ နှင့် မန္တလေးမြို့ကို ဗဟိုပြု၍ ၂၀၂၅ ခုနှစ်၊ မတ်လ (၂၈) ရက်၊ မြန်မာအချိန် နေ့လည် (၁၂) နာရီ (၅၀) မိနစ်အချိန် တွင် ပြင်းအား ၇.၇ အဆင့်ရှိ ငလျင်ကြီး လှုပ်ခတ်ခဲ့ပြီး နေ့လည် (၁)နာရီ (၂) မိနစ် အချိန်တွင် ပြင်းအား ၆.၇ အဆင့်ရှိ ငလျင် ထပ်မံလှုပ်ခတ်ခဲ့သည်။ ဧပြီလ (၂) ရက်နေ့ အထိ နောက်ဆက်တွဲ ငလျင်များ (၂၇၁) ကြိမ် ထပ်မံလှုပ်ခတ်လျက်ရှိသည်။

အာဏာသိမ်းစစ်အုပ်စုသည် ပြည်သူများ အတိဒုက္ခရောက်နေချိန်တွင် ကိုယ်ထူကိုယ်ထ ကူညီကယ်ဆယ်ရေးများ၊ ကူညီကယ်ဆယ်ခွင့်မပေးထားသလို အဖွဲ့အစည်းများကိုလည်း လှူဒါန်းပစ္စည်းများကို နိုင်ငံတကာမှ အကန့်အသတ်ဖြင့်သာ လွတ်လပ်စွာ ကူညီကယ်ဆယ်ရေး ကူညီခွင့်ပြုထားသည်။ ထိုင်ဝမ်ကယ်ဆယ်ရေးအဖွဲ့ကိုပင် ပြည်ဝင်ခွင့်မပြုသည် အထိ ကန့်သတ်ခဲ့သည်။ အလွန်အကျည်းတန်လှသည့် အဖြစ်အပျက်တစ်ခုမှာ ၂၀၂၅ ခုနှစ်၊ ဧပြီလ (၁) ရက်နေ့တွင် အကူအညီပေးရန် ဝင်ရောက်လာသော တရုတ်နိုင်ငံ ကြက်ခြေနီအသင်း ကယ်ဆယ်ရေးအဖွဲ့ကို နောင်ချိုမြို့တွင် အကြမ်းဖက်စစ်အုပ်စုမှ ပစ်ခတ်တိုက်ခိုက်မှု ပြုလုပ်ခဲ့သောကြောင့် နောက်ပြန်ဆုတ်ခဲ့ရသည်။

ထို့အပြင် အဆိုးရွားဆုံးအချက်မှာ မြန်မာပြည်တဝှမ်း ငလျင်ဒဏ် ဆိုးရွားစွာခံစားနေရသည့် ပြည်သူများသည် အဆောက်အဦးအပြင်ဘက် မြေကြီးပေါ်တွင် အမိုးအကာမဲ့ အိပ်နေကြရသလို ဧပြီလ (၄) ရက်နေ့အထိ အနည်းဆုံး သေဆုံးသူ (၄,၁၅၉) ဦး၊ ထိခိုက်ဒဏ်ရာရရှိသူ (၆.၁၆၈) ဦးနှင့် ပျောက်ဆုံးနေသူ (၇၆၉) ဦးထိ ရှိသည့်တိုင်အောင် အာဏာသိမ်းစစ်အုပ်စုသည် လေကြောင်းဗုံးကြဲတိုက်ခိုက်မှုများကို နေ့စဉ်ရက်ဆက် ပြုလုပ်နေလျက်ရှိသည်။ ငလျင်လှုပ်ခတ်ပြီး (၇) ရက်အတွင်း လေကြောင်းတိုက်ခိုက်မှု (၄၂) ကြိမ် ပြုလုပ်ခဲ့ပြီး အနည်းဆုံး သေဆုံးသူ (၅၁) ဦးနှင့် ထိခိုက်ဒဏ်ရာရရှိသူဦးရေ (၃ဝ) ကျော်အထိ ရှိခဲ့သည်။

သွေးစွန်းငွေ ဖြတ်တောက်ရေး လှုပ်ရှားမှုအဖွဲ့ (Blood Money Campaign) အနေဖြင့် အာဆီယံနိုင်ငံများအပါအဝင် နိုင်ငံတကာ အစိုးရများ၏ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အထောက်အပံ့ပစ္စည်းများနှင့် ကူညီကယ်ဆယ်ရေးများကို ချက်ချင်း ပေးပို့သည့်အပေါ် ဝမ်းသာ ကြိုဆိုအပ်ပါသည်။ သို့သော် စစ်အုပ်စု၏ လေကြောင်းတိုက်ခိုက်မှုများ ခြွင်းချက်မရှိ ချက်ချင်းရပ်တန့်ရန် ထိရောက်သည့် အရေးယူမှုမျိုး အရေးတကြီး ချမှတ်ရန်လည်း ကျွန်ုပ်တို့ တောင်းဆိုပါသည်။

အာဆီယံအပါအဝင် နိုင်ငံတကာ အစိုးရများသို့ တိုက်တွန်းတောင်းဆိုချက်အနေဖြင့်

၁) စစ်အုပ်စု၏ စစ်ရေးတိုက်ခိုက်မှုများ ချက်ခြင်းရပ်တန့်ရေး – စစ်အုပ်စု၏ လေကြောင်း တိုက်ခိုက်မှု များနှင့် စစ်ရေးဖော်ဆောင်နေမှုများကို ခြွင်းချက်မရှိချက်ခြင်းရပ်တန့်စေရေးထိရောက်စွာ ဆောင်ရွက်ရန် နှင့် ဆက်လက်ဖောက်ဖျက်ပါက ပိုမိုတင်းကြပ်သော၊ ထိရောက်ပြင်းထန်သော အရေးယူမှုများ ပြုလုပ်ရန်။

၂) အကူအညီပေးခြင်းကို ကန့်သတ်ပြီး နိုင်ငံရေးအမြတ်ထုတ်၊ ခေါင်းပုံဖြတ်ခြင်းမှ ရပ်တန့်စေရေး ဆက်လက်မပေးပို့တော့ရန် လက်ရှိပေးအပ်ထားသော စစ်အုပ်စုမှတဆင့် နိုင်ငံတကာအကူအညီအသစ်များ အလျင်အမြန် ဆောင်ရွက်ပြီး နိုင်ငံတကာမှ အကူအညီများအား အကောင်အထည်ဖော်မည့် အဖွဲ့အစည်းများမှတဆင့် စစ်အုပ်စုက နိုင်ငံရေးနှင့် စစ်ရေးအရ အမြတ်ထုတ်ရန်အတွက် ခေါင်းပုံဖြတ်ခြင်း၊ ခြယ်လှယ်ခြင်း သို့မဟုတ် လက်နက်သဖွယ် အသုံးချခြင်းများ မရှိစေရေး သေချာစွာ စီစဉ်ဆောင်ရွက်သည့် စနစ်တစ်ခုဖြင့် စောင့်ကြပ်ကြည့်ရှုရန်။

၃) နိုင်ငံတကာအကူအညီအထောက်အပံ့များ ထိရောက်စွာ အမှန်တကယ်ရောက်ရှိမှုအား တင်းကျပ်စွာ စောင့်ကြည့်စစ်ဆေးခြင်း – မြန်မာပြည်တွင်းရှိ သတင်းမီဒီယာများ၊ သက်ဆိုင်ရာ အဖွဲ့အစည်းများနှင့် သံရုံးများကို အသုံးပြု၍ စစ်အုပ်စုမှတဆင့် ပေးအပ်ခဲ့သည့် နိုင်ငံတကာ ကူညီထောက်ပံ့ရေး အလှူငွေများနှင့် ပစ္စည်းများကို ငလျင်ဒဏ်ခံရသော ပြည်သူများထံ အမှန်တကယ် ရောက်ရှိနေသည် ဟုတ်မဟုတ်ကို စနစ်တကျ စစ်ဆေးမှုများ လုပ်ဆောင်ရန်။ အထူးသဖြင့် စစ်ရေးတင်းမာမှုရှိသည့် ဒေသများတွင် မျှတစွာ ရောက်ရှိစေရန်။

၄) ယုံကြည်စိတ်ချရသောနည်းလမ်းများမှတဆင့် အကူအညီပေးခြင်း နိုင်ငံတကာ အသိုင်းအဝိုင်းများ အနေဖြင့် ကူညီကယ်ဆယ်ရေး ပစ္စည်းများ၊ အကူအညီများကို အမျိုးသားညီညွတ်ရေးအစိုးရ (NUG)၊ တိုင်းရင်းသားတော်လှန်ရေး အဖွဲ့အစည်းများ (EROs) နှင့် ဒေသခံအခြေပြု အရပ်ဘက်လူထု/ လူမှုအဖွဲ့အစည်းများမှတဆင့်/ မြေပြင်ရှိကူညီကယ်ဆယ်ရေး လုပ်ဆောင်နေသူများမှတဆင့် ပေးပို့ရန်။ အဆိုပါအဖွဲ့များသည် မြေပြင်တွင် လက်ရှိရှိနေပြီး ယင်းတို့နှင့် လက်တွဲလုပ်ဆောင်နေသည့် ယုံကြည်စိတ်ချရသော လူထုအားကိုးသည့် လူမှုကွန်ယက်များရှိပြီး ချက်ခြင်းအကောင်အထည်ဖော်နိုင်ကြပါသည်။ ဘေးဒဏ်သင့်သူများထံသို့

၅) စစ်အုပ်စုအား တရားဝင်အသိအမှတ်ပြုသည့် ဆက်ဆံရေးများအားလုံးကို ရပ်တန့်ရေး စစ်အုပ်စု အား အာဆီယံနှင့် နိုင်ငံတကာ အဖွဲ့အစည်းများ၏ အစည်းအဝေးပွဲများ၊ ဆွေးနွေးပွဲများတွင် တက်ရောက်ခွင့်ပေးခြင်း၊ နိုင်ငံအသီးသီး၏ တာဝန်ရှိသူများနှင့် တရားဝင်ဆက်သွယ်ခြင်းများကို ရပ်ဆိုင်းရန် နှင့် ၎င်းတို့အား အသိအမှတ်ပြုခြင်း၊ တရားဝင်လက်ခံခြင်း လုပ်ငန်းအားလုံးကို ဖြတ်တောက်ရန်။

Urgent call on international governments to impose effective sanctions to immediately halt the military junta's airstrikes across the country, including in earthquake-affected areas

On March 28, 2025, at 12:50 PM Myanmar Time, a powerful earthquake with a magnitude of 7.7 struck Myanmar, centered in the Sagaing and Mandalay cities. This was followed by another earthquake with a magnitude of 6.7 at 1:02 PM. As of April 2, there have been 271 additional aftershocks.

The military junta has not allowed people to freely help each other and donate materials when people are in dire need. It has also imposed limitations on international humanitarian organizations, allowing only restricted access. In an extreme case, the Taiwan Rescue Team was restricted to the point of being banned from entering the country. A particularly shocking incident occurred on April 1, 2025, when the terrorist military junta's forces attacked a Chinese Red Cross rescue team in Naung Cho Township as they attempted to provide aid, forcing them to retreat.

Moreover, the most devastating fact is that as Myanmar faces the severe impact of the earthquake, countless people are sleeping on the ground outside collapsed buildings without shelter. As of April 4, at least 4,159 people have died, 6,168 have been injured, and 769 remain missing. Despite this humanitarian crisis, the military junta is carrying out daily airstrikes. Within just (7) days of the earthquake, 42 airstrikes were conducted, resulting in at least 51 deaths and over 30 injuries.

As the Blood Money Campaign, we welcome and appreciate international governments' immediate delivery of humanitarian aid and relief supplies, including those of ASEAN countries. However, we also urgently call for effective action to halt the military junta's airstrikes without exception immediately.

Recommendations to International Governments, including ASEAN:

1. Halt Military Aggression: Take immediate and effective measures to end the military junta's ongoing airstrikes and military operations. Implement more decisive actions if such violations persist.

2. Restrict and Safeguard Aid: Cease all new international aid channeled through the military junta. Establish robust safeguards to ensure aid is not manipulated or weaponized for political or military gain, regardless of the implementing partners involved.

3. Ensure Transparent Aid Delivery: Utilize embassies, independent media, and relevant organizations to monitor and verify that humanitarian aid is reaching earthquake-affected civilians, particularly in contested areas.

4. Support Trusted Humanitarian Channels: Provide aid through the National Unity Government (NUG), Ethnic Revolutionary Organizations (EROs), and Civil Society Organizations (CSOs) with proven local networks and access..

5. End Recognition of the Junta: Refrain from extending invitations or engaging in official communication with the junta in ASEAN and international mechanisms to avoid granting it legitimacy.
