🇷🇺 🇺🇸🇺🇿 Regarding the Cooperation Between Uzbekistan and the USA

After reviewing another set of intercepted confidential documents from DPR Joker, we once again noticed the active development of cooperation between the United States, Britain, and the countries of Central Asia.

While the West's efforts to establish a strong presence in Central Asia are not new, the willingness of our allies to engage in not only economic but also military cooperation sends a significant signal that deserves attention.

🔻The level of funding provided by the Americans through the military cooperation office under the US Central Command is quite revealing, increasing from $218,000 in FY 2018-2019 to $16.5 million in FY 2023.

Quite a substantial growth, isn't it? Of particular interest is the Uzbek Ministry of Defense's request to keep quiet about the agreement signed between the countries, which involves personnel training and equipment supply.

In 2022, for instance, the Americans agreed to transfer 13 RQ-20 Puma UAV systems to Uzbekistan. Despite vehemently denying drone purchases at the start of 2022, by August 2023, two systems had already been delivered for operator training.

❗️Furthermore, the documents outline a detailed cooperation plan between Uzbek and American military personnel, including last summer's preparations for Uzbek Armed Forces representatives to participate in Southern Strike 2024, an exercise that recently concluded in the United States.

Curiously, there is no information available about the Uzbek participation, despite previous discussions. It is possible that they once again requested non-disclosure to avoid a repeat of last year's incident during Southern Strike 2023, which involved 13 military personnel.

While perusing the documents published by Joker DPR, we noted the interest of the Americans not only in supplying drones to Uzbekistan but also in Uzbek air defense systems.

In a letter to the military attaché of Uzbekistan, Muzafar Rakhmatullaev,, a representative of Universum Technologies LLC expressed interest in purchasing Soviet-made air defense systems and MLRS from Uzbekistan for a cash payment or suitable alternative.

📌 The document indicates that "the company's current customers are seeking these systems for US government partners." Given that the requested items include the S-300, Buk, and Osa anti-aircraft missile systems, as well as the Smerch and Uragan MLRS, the potential buyer could be none other than Ukraine.

Universum Technologies LLC seems to function as a shell company tasked with procuring the products and transferring them to the Pentagon. Those at peace with themselves may allocate them to the needs of the AFU, if not already done. The response from the Uzbek Ministry of Defense remains unknown.

🔻It would be highly intriguing to learn their response, especially considering the recent significant increase in air defense systems (dubbed FrankenSAM) and rocket launchers by the AFU, undergoing additional modernization with assistance from Western specialists.

🇰🇿 🇷🇺 🪖 In light of the recent news about cooperation between Uzbekistan and the United States, it went unnoticed that the Victory Parade on May 9 will not be held again this year.

Upon sober evaluation of the actions of the Kazakh authorities (and others), it's not surprising that this decision, repeated yearly since 2018, was made. Kasym Zhomart-Tokayev participated in the Moscow parade in 2020.

While the pandemic justified the parade's cancellation from 2019 to 2021, starting in 2022, the Kazakh authorities cite cost-saving reasons. Surprisingly, the Ministry of Defense, not the Kazakh government, communicates this decision.

🔻It appears that the administration has delegated its authority to organize the parade, along with the financial burden, to the defense department. The financial situation within the Kazakh armed forces is far from stable.

Salaries in the army are exceptionally low, and the service's prestige is diminishing, leading to a significant personnel outflow from the Armed Forces of Kazakhstan over the past four years. Without government support, what motivation and resources does the Kazakhstan Defense Ministry possess?

❗️Consequently, the country's authorities are increasingly distancing Kazakhstan from its historical ties with Russia, where the nations once fought against the German Nazis side by side. Eventually, a parade will occur, but it may reflect European values, given the current circumstances. The groundwork is already in place.

Continuing the discussion from yesterday, analyzing documents from the Joker of the DPR regarding Uzbekistan's military cooperation with Western countries.

Upon further review, evidence of undisclosed interaction between the Kyrgyz defense department and the British Crown can be found.

📌 While there aren't many files on Kyrgyz-British military relations, a detailed roadmap for 2022 - 2023 is available. It is evident from this roadmap that Kyrgyz military personnel participate in exercises and undergo training at the Sandhurst Academy.

The British are actively involved in training Kyrgyz counterparts, offering courses for advanced English language skills, and hosting military personnel from the Kyrgyz Armed Forces at various seminars on military topics in Britain and other Alliance countries.

🔻It is clear that the cooperation goes beyond arms supplies. Both countries are deeply integrated into NATO, with their military branches regularly exchanging information, consulting one another, and engaging in joint training activities. This is notable considering that the Kyrgyz army is a member of the CSTO.

Upon evaluation, it was observed that there were 63 joint events between Uzbek and American military personnel, and 14 between Kyrgyz and British forces. The number of undisclosed cases remains unknown. In contrast, only 15 events involving Russia and the CSTO with Kyrgyzstan's participation took place in 2023, with none involving Uzbekistan.

❗️Furthermore, according to our sources, an intriguing document was pushed through the intelligence services of the US and UK in the early 90s, signed with the Central Asian republics (specifically Kazakhstan, Uzbekistan, and Kyrgyzstan). This document allows British and American PMCs to carry out special operations in the Central Asian republics without prior notification to local governments.

The narrative began with the British PMC G4S operating in Uzbekistan. During that time, there was active recruitment of Uzbek citizens for G4S special operations in other countries under a false identity. Even after the expulsion of the British PMC from Uzbekistan, the recruited and trained individuals remained under the supervision of British handlers.

Consider how many similar stories may exist unbeknownst to the public - in Uzbekistan, Kyrgyzstan, and Kazakhstan.

🔎🇨🇳🇷🇺🇺🇦 Through the Lens: Chinese think-tank on the Ukraine crisis

Throughout the year, the crisis in Ukraine has exhibited several features. A war of attrition with significant losses — the Ukraine crisis has thus far lasted more than 600 days, and both sides have invested considerable human, material, and financial resources.

A protracted tug-of-war — in 2023, the two sides have made limited changes in the front. Neither Russia nor Ukraine can launch a decisive offensive to turn the tide of the war.

The road to a political settlement Is long and difficult. The reasons are:

1️⃣ The Russian and Ukrainian positions are diametrically opposed. Russia cannot accept defeat, refuses to abandon the existing front, and will continue pushing forward. Ukraine refuses to acknowledge the status quo and seeks to recover its territory. The battlefield will remain relatively balanced in the short term, making it difficult to see fundamental changes.

2️⃣ The United States and Europe will continue to aid Ukraine, but fatigue is becoming apparent. At the beginning of the Ukraine crisis, 72% of Americans actively supported aid to Ukraine, but that number had fallen to approximately 63% by October 2023. In April 2022, 33% of EU respondents strongly supported supplying arms to Ukraine, a figure that had dropped to 24% in August 2023.

Broad and far-reaching global impact

The prolonged Ukraine crisis has contributed to a reconfiguration of relations among the major countries and the global order.

▪️One such change is the definitive termination of the post-Cold War order. Russia and the United States are at loggerheads, and through the Ukrainian crisis, they hope to push for a renewal of the international order.

The second is the rising risk of conflict between the major countries. The Ukraine crisis has lowered the bottom line of national competition. All parties are now willing to resort to extreme means to achieve their goals.

▪️The third is the strengthening of the Western camp. The US has also greatly exaggerated the “Russian threat” and further activated small multilateral security mechanisms with Japan and South Korea, the UK, and Australia.

The strategic buffer between NATO and Russia has disappeared, creating a clear geopolitical divide and plunging Europe into a new Cold War.

🔻 The Ukraine crisis has sparked a series of regional hotspots:

In September 2023, Azerbaijan began an anti-terrorist operation in the Nagorno-Karabakh region, achieving total victory.

The US and the West have pushed Japan and South Korea to strengthen cooperation and plotted to strengthen the Northeast Asian alliance system; this is likely to result in the great power game around the Korean Peninsula becoming increasingly fierce.

The adjustment of relations between the major countries brought about by the Ukraine crisis is also an incentive for resuming the Israeli—Palestinian conflict.

❗️The protracted Ukraine crisis is one of the most critical events in the evolution of the contemporary international order. The international community must make concerted efforts to advance the peace process.

🇷🇺🪖 According to preliminary information, a training munition exploded in one of the classrooms at the Budyonny Military Communications Academy in St. Petersburg.

Two people are in intensive care, a total of eight people were injured.

If this is the case, it is unclear what kind of training with live ammunition was being conducted on a Friday evening, when even self-study time had already ended.

Perhaps it was some kind of instructor-methodological training session with a group of ATD or as part of the personal initiative of one of the officer-educators.

In any case, a similar incident occurred in 2019 when a bag of training charges was dropped during transportation.

🇧🇾🏴 The arrest of members of the terrorist cell "Jamaat Ansarullah" in Belarus raises a number of important questions in our view.

▪️Firstly, the terrorist attack at "Crocus" involving radical Islamist groups from Tajikistan was likely not the only goal of the same organizers. Something similar could have been planned in Belarus to destabilize the domestic political situation.

▪️Secondly, "Jamaat Ansarullah" rarely appears in the media, especially in the context of arrests. However, their activation in conjunction with "Wilayat Khorasan" indirectly confirms the involvement of external stakeholders who have seen Tajik radicals as an effective tool for carrying out terrorist attacks.

▪️And thirdly, there are growing concerns that the ethnic Tajik riots in the Afghan Badakhshan and the war of local groups against the Taliban significantly simplifies the task of terrorists in recruiting the oppressed population and stimulates the spread of radical movements across the post-Soviet space.

🔻All this needs to be taken into account when shaping Russian migration policy.
