👨‍💻 BINANCE BRAZIL REQUIRES DISCLOSURES FOR CROSS-BORDER CRYPTO TRANSFERS FROM NOVEMBER 1

🇧🇷 Starting November 1, 2026, Binance users in Brazil who deposit or withdraw crypto involving parties outside Brazil must provide additional transaction information under new rules from the Central Bank of Brazil (BCB).

🟣 Users must disclose the purpose of the transfer and details of the sender/recipient.
🟣 Corporate accounts must also disclose whether the counterparty belongs to the same corporate group.
🟣 Transferring crypto to your own account on a foreign exchange still counts as an international transaction and requires disclosure.
🟣 Transfers between parties residing in Brazil are unaffected.

If the required information is missing, withdrawals cannot be submitted, while deposits from abroad may remain pending until users provide the missing details. In some cases, the assets may be returned to the sender.

❗️ For international transactions involving a counterparty that is not an institution authorized to operate in Brazil’s foreign exchange market, the current limit is $100,000 per transaction.
Binance will also report these transactions to the Central Bank of Brazil each month.

🇺🇸 U.S. TREASURY WITHDRAWS 2 PROPOSALS TARGETING SELF-CUSTODY WALLETS AND CRYPTO MIXERS

🏙 FinCEN, part of the U.S. Treasury Department, has officially withdrawn two controversial crypto surveillance proposals that had faced years of criticism. The notice was filed on Oct. 5 and published in the Federal Register on Oct. 6.
📌 The two withdrawn proposals:
1⃣ Self-custody wallets (2020): Banks and exchanges would have been required to report transactions involving unhosted wallets above $10,000, and keep records for transactions above $3,000.
2⃣ Crypto mixers (2023): International coin-mixing transactions would have been designated as a “primary money laundering concern,” requiring financial institutions to report wallet addresses, transaction hashes, and IP addresses.

👉 Why they were withdrawn:
🟣 The definition of a mixer was considered too broad and could have chilled legitimate activity.
🟣 The decision also cited the White House digital asset report from July 2025.

FinCEN says it will continue monitoring mixers and may introduce new rules in the future. Existing anti-money laundering requirements remain in place.

Red diesel is cheaper because it is normally exempt from highway fuel taxes. This is a temporary measure, not a permanent repeal of the tax.
