Eco Survey: Bihar bounced back in 2021-22, grew at 10.98%
Bihar’s economy has shown strong recovery to be ranked third, only marginally behind Rajasthan and Andhra Pradesh, among states in terms of growth post-Covid, with gross state domestic product (GSDP) growing at a rate of 10.98% in 2021-22 (at constant prices), while it was 8.68% at the national level, says the Bihar Economic Survey report 2022-23.
The report was tabled in the legislative assembly by state’s finance minister Vijay Kumar Choudhary on Monday (27 Feb, 2023).
This was the 17th report of the Bihar Economic Survey, a practice started by the Nitish Kumar government in 2006-07.
The per capita income in the state increased during 2021-23 by ₹6,400 to reach ₹54,383 at current prices. At constant prices (2011-12), it was ₹34,465. Patna has the highest per capita income of ₹115,239, while Sheohar, Sitamarhi and Araria remain at the bottom with less than ₹21,000.
The GSDP of Bihar at constant price (2011-12) is estimated to be ₹428,065 crore for 2021-22, higher than ₹385,728 crore in 2020-21.
The growth story of Bihar is visible in more ways than one. Today Bihar is ranked third in terms of road density in the country. In the social sector, health and education are two key fields touching the life of every citizen. In the last 16 years, there has been eight and 11 times increase in these two sectors.
However, the survey points to a decline in the share of primary sector in GSDP from 21.4% in 2020-21 to 21.2% in 2021-22 despite being propelled by livestock and fishing & aquaculture, which registered growth rates of 9.5% and 6.7 % respectively. The secondary sector also declined from 19.3% to 18.1% during the same period, while tertiary sector interestingly witnessed an increase from 59.3% to 60.7%.
The report says that the agriculture and allied sector grew at a pace of around 5% during the last five years (2017-18 to 2021-22) and overall accounted for 20% in Gross State Value Added (GSVA) in 2020-21.
According to the survey, the primary deficit of the state government declined from 17,344 cr in 2020-21 to ₹11,729 crore in 2021-22. Similarly, the fiscal deficit declined from ₹29,828 crore to ₹25,551 crore in 2021-22 despite the challenges of pandemic.

Project to store rainwater to fight drought in south Bihar
With drought now becoming an annual feature in south Bihar, the environment, forest and climate change department has launched an ambitious project nicknamed "garland trenching" to store rainwater which could be used for irrigation in times of crisis.
A garland trench is a shallow ditch for draining surface or subsoil water before it reaches a trough.
The government believes the idea if implemented will not only recharge groundwater but could also be used for irrigation purposes in times of crisis.

A latest report of the public health and engineering department (PHED) has found groundwater polluted in 30,207 village wards across the state. However, the government has installed water purification equipment in those areas and is now supplying purified water to the villagers to save them from health complications.
According to the report, there are 21,709 wards across the state where the iron content in groundwater is more than the permissible limits. Similarly, arsenic and fluoride contents in groundwater are more than the permissible limits in 4,709 and 3,789 wards, respectively.

Bihar woman to get award for turning waste into decorative items
Babita Gupta, a resident of Muzaffarpur's Siho village, who has shown the way to other women to make their own livelihood by making decorative materials from plastic waste, will get an award from the President of India on March 4. The President will honour Babita with the 'Swachh Sujal Shakti Samman 2023 Award' on the occasion of International Women's Day at a function to be organised by Union Ministry of Jal Shakti at Vigyan Bhawan in New Delhi.
A member of the Self Help Group (SHG)- Jeevika, Babita has been creatively repurposing waste plastic into decorative items like artificial flower bouquets, clippings, pendants, pouches, purses, and bags. By doing this, she not only promotes the reuse of waste plastic, but also reduces its negative effects on the environment.
The national level award will boost the confidence of people who use waste as a 'resource' and a source of income. Solid and liquid waste management is being implemented as part of Lohia Swachh Bihar Abhiyan (LSBA)-Phase II to make villages ODF Plus.
Around 39,600 wards in the state are now working on solid waste management. Waste Processing Units (WPUs) have been built in 638 gram panchayats for effective solid waste disposal. Total 16 plastic waste processing units have been constructed at the block level for proper plastic waste disposal.

Bihar CM unveils life-size statue of freedom fighter Jubba Sahni
Bihar CM Nitish Kumar on Friday (10 March, 2023) inaugurated a newly developed park on the south-western corner of the Moinul Haque Stadium, Rajendra Nagar, in the capital Patna.
Jubba Sahni (1906-1944) hailed from a poor family in the Muzaffarpur District of Bihar and was forced by circumstances to work as a laborer on a large agricultural farm where British supervisors kept watch. Jubba experienced the ruthlessness with which the British supervisors treated the Indian workers. He later joined the freedom struggle and dedicated himself totally to the movement, suffering imprisonment many times. From the Salt Satyagraha of 1930 to the Quit India Movement of 1942, his revolutionary activities were on the increase. In August 1942, he led an armed revolt against the Police Station in Meenapur in which the in-charge of the Police Station, Waller was killed. Jubba Sahni took the entire responsibility for the episode upon himself and was later sentenced to death by a special court appointed by the British Government. He was hanged to death in Bhagalpur Central Jail, at the age of 38.

बिहार के सीएम नीतीश कुमार ने शुक्रवार (10 मार्च, 2023) को राजधानी पटना के मोइनुल हक स्टेडियम, राजेंद्र नगर के दक्षिण-पश्चिमी कोने पर एक नए विकसित पार्क का उद्घाटन किया.
जुब्बा साहनी (1906-1944) बिहार के मुजफ्फरपुर जिले के एक गरीब परिवार से थे और परिस्थितियों के कारण उन्हें एक बड़े कृषि फार्म पर मजदूर के रूप में काम करने के लिए मजबूर होना पड़ा, जहां ब्रिटिश पर्यवेक्षक निगरानी रखते थे। जुब्बा ने उस निर्ममता का अनुभव किया जिसके साथ ब्रिटिश पर्यवेक्षकों ने भारतीय श्रमिकों के साथ व्यवहार किया। बाद में वे स्वतंत्रता संग्राम में शामिल हो गए और कई बार कारावास भुगतते हुए खुद को पूरी तरह से आंदोलन के लिए समर्पित कर दिया। 1930 के नमक सत्याग्रह से लेकर 1942 के भारत छोड़ो आन्दोलन तक उनकी क्रान्तिकारी गतिविधियों में वृद्धि होती रही। अगस्त 1942 में, उन्होंने मीनापुर में पुलिस स्टेशन के खिलाफ एक सशस्त्र विद्रोह का नेतृत्व किया जिसमें पुलिस स्टेशन के प्रभारी वालर मारे गए। जुब्बा साहनी ने इस प्रकरण की पूरी जिम्मेदारी अपने ऊपर ले ली और बाद में ब्रिटिश सरकार द्वारा नियुक्त एक विशेष अदालत ने उन्हें मौत की सजा सुनाई। उन्हें 38 साल की उम्र में भागलपुर सेंट्रल जेल में फांसी दे दी गई थी।
