3. Find your local county trunking system's control channel, for MSP you can look at the ARMER system here: https://www.radioreference.com/apps/db/?sid=3508

4. Follow these instructions to get your SDR set up: https://www.rtl-sdr.com/rtl-sdr-quick-start-guide/

5. Boot up SDRTrunk, configure a new channel pointing to the control channel in your county (ARMER uses P-25 Phase I, LSM simulcast for system and modulation)

We are trying to send a message to the mayor of LA to defund and divest from the police. We want him to more vigorously fund public services such as education and homelessness relief as well as adopt a fairer police model. The people of LA want you to spread this letter and spread the tag #LetterFromLA so he can receive our message and meet our demands.

We want only LA citizens to sign the letter to show legitimacy of the voice of the people, but we encourage you to spread our cause.
