This is about certainty. Use β€˜if’ for situations which are possible - but not likely, and β€˜when’ for situations which are likely to happen.
The computer might never break down. But 'if' it does, you call Bob! If you had an old computer that didn't perform well, you would expect it to break down, so you’d use β€˜when’.
