Commentary of the Press Service Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan on the statement by EU Spokesperson on the Release of Armenian servicemen

The statement by the spokesperson of the European Union (EU) in connection with the release of 5 Armenian servicemen is surprising. As it is known, Azerbaijani hostages Dilgam Asgarov and Shahbaz Guliyev were held captive by Armenia for about 7 years and the EU remained indifferent to this situation.
We would like to emphasize that to date, the EU has not made any statement and has not expressed any reaction to the fact that during the latest military operations Armenia, using "Smerch" missiles, targeted at peaceful Azerbaijani civilians, killed more than 100 civilians, and more than 4,000 azerbaijanis went missing during the First Karabakh War.
We would like to remind the EU that 62 people who were purposefully introduced into the liberated territories of Azerbaijan are not prisoners of war. They are Armenian servicemen sent to Azerbaijan almost 20 days after the war, after the signing of a trilateral statement on the cessation of hostilities. They invaded the territories where the Azerbaijani Army was located. Azerbaijani servicemen Turan Aliyev, Rahil Akbarov, Hajirza Rzayev, Ragib Azizov were killed and one civilian Seymur Rzayev was seriously wounded as a result of terrorist acts committed by this terrorist-saboteur group.
These persons are not considered prisoners of war either under international humanitarian law or under any convention. In accordance with the relevant legislation of the Republic of Azerbaijan, these people who committed terror acts have been prosecuted and their investigation is underway.
It is unacceptable for the EU official to talk to Azerbaijan in this way. Azerbaijan accepts only equal relations. Anyone who tries to talk to Azerbaijan in this way will receive an adequate response.
We would like to note that this unilateral and double-standard approach could damage the EU's relations with Azerbaijan.

Azərbaycan Respublikasının İnsan Hüquqları üzrə Müvəkkilinin (Ombudsmanın) Metsamor AES-in bütün bölgə üçün potensial təhlükəsi barədə BƏYANATI

Bu yaxınlarda Ermənistan Parlamentində Metsamor AES-in radioaktiv tullantılarının hərbi məqsədlər üçün istifadəsi ilə bağlı aparılan müzakirələr bizi ciddi narahat edir. Parlamentin Regional məsələlər və Avrasiya İnteqrasiyası daimi komitəsinin iclasında Ermənistanın Ərazi idarəetmə və infrastruktur nazirinin müavini Metsamor AES-in fəaliyyəti nəticəsində xeyli miqdarda radioaktiv tullantı yarandığını söyləyib.
Bundan əlavə, Ermənistanın 30 ilədək müddətdə işğal altında saxladığı Azərbaycan ərazilərini radioaktiv şəkildə çirkləndirməsindən də narahatlıq hissi keçiririk. Azərbaycan Milli Elmlər Akademiyası Geologiya və Geofizika İnstitutu təsdiq edir ki, Metsamor AES-in tullantılarının Azərbaycanın Ağdərə və Kəlbəcər rayonlarının ərazisində basdırılması ilə bağlı məlumatlar mövcuddur.
Metsamor AES-in yarada biləcəyi bütün təhlükələri nəzərə alaraq, Çernobıl və Fukuşimaya bənzər növbəti fəlakətin qarşısını almaq üçün bütün müvafiq beynəlxalq təşkilatları stansiyanın təcili olaraq bağlanması, işinin təhlükəsiz şəkildə dayandırılması və radioaktiv tullantıların Beynəlxalq Atom Enerjisi Agentliyinin “İstifadə olunan Yanacaq İdarəetməsinin Təhlükəsizliyi və Radioaktiv Tullantıların İdarə Edilməsi Təhlükəsizliyi” haqqında Birgə Konvensiyasının, habelə AŞPA-nın 1588 saylı qətnaməsinin (2007) müəyyən etdiyi tələblərlə uyğun şəkildə ciddi beynəlxalq nəzarət altına alınması üçün təcili tədbirlər görməyə çağırıram.

STATEMENT of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan on potential threat of Metsamor Nuclear Power Plant for the entire region

We are seriously concerned about the recent discussions in the Armenian Parliament regarding the use of radioactive waste from Metsamor Nuclear Power Plant (NPP) for military purposes. At a meeting of the Parliamentary Standing Committee on Regional Affairs and Eurasian Integration, Deputy Minister of Territorial Administration and Infrastructure of Armenia, said that the Metsamor NPP generates a significant amount of radioactive waste.
Besides, we are also concerned that Armenia radioactively contaminated our lands, which had been under occupation for about 30 years. According to the head of the Department of the Institute of Geology and Geophysics, of Azerbaijan National Academy of Science, the waste of the Metsamor NPP was buried in the territory of Aghdere town, as well as of Kalbajar district of Azerbaijan.
The expired Metsamor NPP has become an open threat not only to Armenia itself, but also to the entire region. Moreover, it is located in an earthquake-prone area of the South Caucasus, which makes its operation even more dangerous. There are five earthquake tectonic breaks around the NPP, one of the main faults is in only 500 meters from the station.
Thus, all countries of the region are exposed to the threat of suffering the same fate of the Chernobyl Nuclear Power Plant and the Fukushima Daiichi Nuclear Power Plant.
A number of international organizations also stressed their concern about Metsamor NPP. In 2017, Federica Mogherini, the Vice-President of the European Commission stated: “The EU is fully aware of the risks posed by the Metsamor Nuclear Power Plant (MNPP). Therefore, a swift closure and decommissioning of the MNPP remains a key objective for the EU and the European Neighborhood Policy Action Plan, as this power plant cannot be upgraded to meet internationally recognized nuclear safety standards.”[1]
However, it seems that Armenia is not planning to shut down the plant; on the contrary, its operation has been extended beyond 2026.
Taking into account all the hazards that the Metsamor NPP may cause, I call on all relevant international organizations to take urgent measures for its immediate closure, ensuring the safe suspension of its operation and realization of all stages of radioactive waste management under strict international control in full compliance with the requirements set up by the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management of the International Atomic Energy Agency, as well as PACE Resolution 1588 (2007), to prevent disasters like Chernobyl or Fukushima.
