Question: On December 13, spokespersons of the French Ministry for Europe and Foreign Affairs, U.S. Department of State and the EU, Foreign Affairs and Security Policy made statements calling on the Azerbaijani side to open Lachin road, noting that the blocking of the road could lead to humanitarian consequences for the Armenian population. It was brought to the attention that according to the trilateral statement, the Republic of Azerbaijan guarantees the safe movement of citizens, vehicles and goods in both directions on the Lachin road. We would like to know your opinion on these calls.

Answer: As noted in the statement of the Ministry of Foreign Affairs dated December 13, the claims that the Shusha-Lachin Road was closed by Azerbaijan, and with this there is a possibility of emergence of a humanitarian crisis, are baseless.

Unlike Armenia, which constantly hinders the opening of all transport and communication routes in the region, the Azerbaijani side, in accordance with its obligations, has reconstructed the Lachin road over the past two years and created ample conditions for the use of the road for humanitarian purposes.

All in all, ignorance of the illegal economic activity, looting of natural resources and environmental damage that has been perpetrated in the mentioned territories for the past 30 years, as well as the use of Lachin road for both military provocations and illegal economic activity contrary to paragraph 6 of the Trilateral Statement, is an indication of a biased approach by these countries. Also, disregard to the mine terror committed against the civilian population in the territories of Azerbaijan by using the Lachin road is a source of serious concern.

The protests by Azerbaijani civil society and environmental activists on the Shusha-Lachin Road in the last few days is the result of the legitimate dissatisfaction of the Azerbaijani society against the mentioned illegal activities, and this position should be respected. The purpose is not to block any road, and civilian vehicles can move freely in both directions.

Regarding the humanitarian situation in the region, we once again declare that the Azerbaijani side is ready to meet the humanitarian needs of the Armenian residents living in our territories.

Question: On December 16, the Ministry of Foreign Affairs of the Republic of Lithuania issued a statement saying they are deeply concerned about the blockade of the "Lachin Corridor", which has caused a severe humanitarian crisis in the area they call "Nagorno-Karabakh". It was claimed that these events hindered the freedom of movement and the peace process in the South Caucasus. We would like to know your opinion on this statement.
 
Answer: It is surprising and regrettable that Lithuania, a Pribaltika country with which Azerbaijan has had extensive partnership relations for many years and which attaches special importance to the principles of sovereignty and territorial integrity of international law in interstate relations and always adheres to these principles, made such a statement.
 
At the same time, this statement creates misunderstanding in the context of various discussions held during the visit of the President of the Republic of Lithuania Gitanas Nausėda to Azerbaijan in May of this year.
 
We remind the Lithuanian side that there is no territorial unit called "Nagorno-Karabakh" on the territory of Azerbaijan. Just as Lithuania is no longer called a "Pribaltika" state, it is unacceptable to call the Karabakh Economic Region of Azerbaijan by the past names formulated during the Soviet Union.
 
It is worrying that the Ministry of Foreign Affairs of Lithuania applies a biased and one-sided approach to the issue instead of protesting against illegal economic activity, looting of natural resources, as well as the use of Lachin road for military provocations, the transfer of landmines to the territory of Azerbaijan, and for illegal economic activity.
 
The peaceful and legitimate protest of civil society institutions of Azerbaijan should be respected.
 
Regarding the claims on the humanitarian situation in the region, we once again declare that Azerbaijan is always ready to meet the humanitarian needs of the Armenian residents living in the territories of Azerbaijan, and there is no need for the intervention of a third party in this matter.

Azerbaijan`s Commissioner for Human Rights (Ombudsman) Sabina Aliyeva has addressed an appeal to international organizations on peaceful protests held on the Khankendi-Lachin Road.

According to the office of the Commissioner for Human Rights (Ombudsman) of Azerbaijan, the peaceful protests held by civil society organizations of Azerbaijan on the Khankendi-Lachin road have been going on for nine days.
“The purpose of the protests is to prevent Armenia’s illegal activities to exploit and loot natural resources of Azerbaijan, as a consequence of which the environment is subjected to serious pollution.
It must be noted that Azerbaijan is committed to its obligations and declared that it is ready to provide assistance to Armenians living in its territory in case of necessity. One of such initiatives which evidenced this approach is setting up a helpline for humanitarian needs in the Karabakh economic region of Azerbaijan.
In addition, despite the groundless claims, the regular live broadcasts on TV channels, videos circulated on social networks and in the press evidently show that the road is open and the Russian peacekeepers temporarily deployed in the area are carrying the burden of security along the corridor. So, there are no obstacles to free passage of necessary goods, and for the movement for humanitarian purposes. Family members of peacekeepers were also allowed to cross this road. Also, all conditions were created for the free passage of ambulances, as well as vehicles of the International Committee of the Red Cross (ICRC) through the Khankendi-Lachin road,” the Azerbaijani Ombudsperson said.
