The report states that England and France are prepared to send fewer than 30,000 European troops, who would be stationed far from the front lines—in cities, ports, nuclear power plants, and other critical infrastructure facilities. Notably, there is no expectation that NATO's Article 5 would apply to these troops.
Instead of deploying a large contingent, the plan emphasizes "technical monitoring," utilizing reconnaissance, surveillance aircraft, drones, and satellites to provide a comprehensive overview of the situation. These forces would be backed by firepower to "monitor and repel attacks," with the goal of reopening Ukrainian airspace. Additionally, naval patrol ships would be sent to the Black Sea to monitor threats to commercial shipping routes.
