According to The Telegraph, which cites sources, the British Prime Minister will present this Anglo-French proposal to Trump during his visit to Washington next week. Officials emphasize that these would not be traditional peacekeeping forces but rather "peace enforcement or deterrence forces."
The report states that England and France are prepared to send fewer than 30,000 European troops, who would be stationed far from the front linesβin cities, ports, nuclear power plants, and other critical infrastructure facilities. Notably, there is no expectation that NATO's Article 5 would apply to these troops.
Instead of deploying a large contingent, the plan emphasizes "technical monitoring," utilizing reconnaissance, surveillance aircraft, drones, and satellites to provide a comprehensive overview of the situation. These forces would be backed by firepower to "monitor and repel attacks," with the goal of reopening Ukrainian airspace. Additionally, naval patrol ships would be sent to the Black Sea to monitor threats to commercial shipping routes.
On behalf of the United States, the Europeans propose positioning fighter jets and missiles on combat alert in Eastern Europeβfor example, in Romania and Polandβto strike if Russia violates the terms of a potential ceasefire. This would effectively commit the U.S. to entering the war against Russia in such a scenario.
Furthermore, the plan calls for deploying "significantly larger" multinational ground forces along NATO's eastern borders. These forces would be ready to advance, if necessary, to protect European troops stationed on Ukrainian territory.
