declassified archival document published on the website of the National Security Archive at George Washington University.

"Yeltsin and his foreign minister in 1997, Yevgeny Primakov, provided the Americans neither the β€œgrudging endorsement” of NATO expansion that the U.S. hoped for nor even the β€œacquiescence” that subsequent American memoirs claimed. Rather, as Yeltsin told Clinton personally at Helsinki in March 1997: β€œOur position has not changed. It remains a mistake for NATO to move eastward. But I need to take steps to alleviate the negative consequences of this for Russia. I am prepared to enter into an agreement with NATO, not because I want to but because it is a forced step. There is no other solution for today.”

"Will the godless clown and former Ukrainian president agree to negotiate?

The question is, is this beneficial for Russia? I think absolutely not.

Our country has repeatedly stated its readiness to return to negotiations only on our own terms. They are simple - recognition of the results of the SMO, recorded in the Constitution of Russia, and refusal to accept former Ukraine to the Alliance. The last time the President of Russia spoke about this, NATO members and Zelensky rejected this proposal out of the gate.

What if they take it and accept it?
In this case, we need to be as careful as possible. Why?
1). The negotiations themselves, until the Kiev regime’s clearly expressed intention to capitulate, will only be a respite for the enemy in order to replenish its military and human potential.

2). Ukraine’s declarations of refusal to join NATO will not lead to anything.

3). If 1 and 2 still happen, a new, third bloody Maidan will quickly begin in Kiev, which will sweep away the current junta and bring an even more radical one to power.

And then, oddly enough, conditions for negotiations may arise, including the issue of surrender. It will be much more difficult for the Western Alliance to help obvious extremists. In addition, they will have to openly admit that hundreds of billions of their taxpayers' money have gone to waste. The ruling clique, led by a rag-tag clown, flees to the West or will be torn to pieces by the crowd.

But this will not be the end of Russia’s military operation. Even after signing the papers and accepting defeat, the rest of the radicals, after a regrouping of forces, will sooner or later return to power, inspired by Russia’s Western enemies. And then the time will come to finally crush the reptile.

But Russia’s enemies will not go anywhere after this. They will accumulate strength and wait for a new convenient reason to destroy our country. We must be prepared for future battles to defend the Fatherland."
