2020 Election Improper Governmental Operations of the Maricopa County Elections Department and Board of Supervisors — Report Submitted to Senate and Attorney General
We the People AZ Alliance has drafted a report detailing numerous election statute violations by Maricopa Country during the 2020 election. The report explains:
“In order to ensure that the millions of mail in ballots that were issued in Maricopa County are limited to the receipt and usage of ONLY authorized voters, it is highly dependent on signature verification and firm adherence to statute and policy.
Although ballot harvesting was banned in the State of Arizona in 2016 by HB2023, it is clear by multiple observer and Maricopa election workers that the practice continues in significant numbers. There has been no attempt by the State of Arizona Attorney General, Secretary of State or the Maricopa County Elections department to enforce this ban and prevent this practice from occurring.”
The report goes on to cite numerous transgressions ranging from ballot harvesting and lack of signature verification to dodgy duplicate ballot procedures and lack of voting system security.
For example a Maricopa County election worker (Witness 1) testified:
“I worked at multiple drop box locations in the valley. I witnessed cars with one or two people dropping off as many as 20 or 30 ballots at a time. Also, on multiple occasions, ballots were returned to them because they were missing signatures and I witnessed them pull out of line, sign all of the ballots and return through the line. I was instructed that we are not allowed to refuse to accept a ballot.”
“Ballot drop boxes at Turf Paradise location were left open and unlocked and when I reported it, I was reassigned to a different location.“
Another affidavit from a signature verification election worker (Witness 2) stated the following:
“Signature verification standards were constantly being lowered by Supervisors in order to more quickly process that higher amount of early and mail-in ballots (from approx. 15 points of similarities, to a minimum of 3, lowered to 1, and ultimately to none – ‘Just pass each signature verification through’) ‘There are too many rejections of ballots each day, so push them through.’”

PHOENIX — Attorney General Mark Brnovich released the following statement regarding the Arizona Senate's draft report regarding the 2020 Election Audit in Maricopa County:
“I will take all necessary actions that are supported by the evidence and where I have legal authority. Arizonans deserve to have their votes accurately counted and protected.”

The Arizona Attorney General's Office (AGO) has an Election Integrity Unit (EIU) that will thoroughly review the Senate's information and evidence. The AGO cannot comment on specific allegations until its review is complete. For more on EIU actions, click here.
Attorney General Brnovich has taken numerous actions over the past year fighting for election integrity in Arizona, recently winning at the Supreme Court of the United States (SCOTUS) in Brnovich v. Maricopa County Audit Confirms Certified Vote Total Is False — Auditors Recommend AG Investigation
The final audit report identifies more than 53K questionable votes, intentionally deleted election files, and other suspicious voting machine activity.
Cyber Ninjas recommends, “several specific findings of our audit be further reviewed by the Arizona Attorney General for a possible investigation. Such other findings include the following:
• None of the various systems related to elections had numbers that would balance and agree with each other. In some cases, these differences were significant.
• There appears to be as many as 27,807 ballots cast from individuals who had moved prior to the election.
• Files were missing from the Election Management System (EMS) Server.
• Ballot images 284,412 on the EMS were corrupt or missing.
• Logs appeared to be intentionally rolled over, and all the data in the database related to the 2020 General Election had been fully cleared.
• On the ballot side, batches were not always clearly delineated, duplicated ballots were missing the required serial numbers, originals were duplicated more than once, and the Auditors were never provided Chain-of-Custody documentation for the ballots for the time-period prior to the ballot’s movement into the Auditors’ care. This all increased the complexity and difficulty in properly auditing the results; and added ambiguity into the final conclusions.
• Maricopa County failed to follow basic cyber security best practices and guidelines from CISA
• Software and patch protocols were not followed
• Credential management was flawed: unique usernames and passwords were not allocated
• Lack of baseline for host and network activity for approved programs, communications protocols and
communications devices for voting systems.”
The report also references 255,326 early votes that have no corresponding record in the County’s early voting return file, which means early ballots were sent to a quarter of a million voters who did not request them (in violation of state law).
The Kinematic Artifact Detection analysis is still in process. A full evaluation of the ballot paper as well as bleed-through and printer mis-calibration issues is expected in the coming weeks.

Elections officials must ensure that all evidence is preserved… The audit found that Maricopa County overwrote the entire activity log in its Election Management System. This was accomplished by churning more than 37,000 identical queries several days after the court ordered Maricopa County to produce its election materials to the Arizona State Senate. Maricopa County also failed to provide documentation sufficient to reconcile duplicated ballots to corresponding original ballots, refused to cooperate with the audit, and directed its vendors not to cooperate with the audit.
As the Senate enters that next phase, there are several items in the reports that merit the attention of your office.”
