Dominion Voting Systems Has Spread Like a Virus in the U.S. Thanks to Obama

Dominion was founded in 2003, with a mission to provide electronic voting systems friendly for progressives. Because of such partisanship, it languished with almost no customers for the next 5-6 years, until the Obama administration came to power.

In 2008, Dominion was only used in New York and had an insignificant presence in Wisconsin. This began to change in 2010. Thanks to Obama, Dominion quadruped its market share in just 2 years and had expanded to ~40% of the U.S. by 2020.

I can’t understand how any of the Legislature can even THINK about Sine Die. This audit is a serious undertaking that needs to be seen all the way through by our Legislature. Taking a extended recess is the ONLY option. Call all of the Republicans in office and share your concern.

Michigan Audit Update: Rep. Steve Carra Introduces House Bill 5091 Calling for an Audit of the 2020 Michigan Election

To analyze current processes to maintain accurate, up-to-date voter rolls, the third-party auditor would review additions, revisions and deletions to the Qualified Voter File. The audit board would also randomly select 20% of precincts from each city with at least 500,000 residents and 10% of precincts from each county for a thorough audit of poll books, ballots and vote tallies from the 2020 general election. 🚨👎

The audit of poll books would analyze when each poll book was generated, whether any electronic poll book was connected to a network after being downloaded, any changes made to a poll book and any recorded challenge from an election challenger, among others. The audit of ballots would log the total number of ballots printed, the number of absentee ballots returned by mail, the time a clerk received each absentee ballot returned on election day and when local clerks delivered absentee ballots for signature verification and tabulation, among others. The audit of vote tallies would review the electronic voting systems used to tabulate ballots in each precinct and include a detailed log of each vote tally transfer.❣️

The entire audit would be under constant video surveillance. 👍

The audit would be required to begin no later than 45 days after the bill takes effect, and the contractors would have 90 days to complete the audit. The bipartisan audit board would then have two weeks to complete and submit a final report.

The bill is expected to be introduced to the House today. On the whole, the bill appears to be close to what constituents have been loudly calling for. One glaring exception is the random selection of precincts for an audit of poll books. But this is the first legitimate step any legislator has taken to listen to the voters, and we need it as a starting point.

Senator Kelly Townsend Clarifies Sine Die Adjournment

Point of clarification about Sine Die (The legislature going home for the year)

What we can do after Sine die:
-Hold a committee hearing (without voting on legislation)
-Issue subpoenas
-Go to court

What we cannot do if we Sine die:
- Take legislative action
(Introduce bills, vote)

- Fix issues discovered in the audit process in statute. If we wait until next year, those bills will not be in effect until AFTER the 2022 primary.

- Be at the table while the Legislature is not in session if we are still under an emergency order.

- Enforce a subpoena (with 16 votes)

It is important to note:

We typically go home Sine Die in late April/ early May and are considered a part-time Legislature.

This is not a typical year, and to be in session this late is unusual. We still have outstanding work to be done. We are looking for options to address the issue we still face, while staying in regular session or coming in for a special session. I will keep you posted as to what transpires.

Surely thy must know that if a budget isn't passed teachers and other government employees will not receive pay checks going into July? Sine Die Update from Senator Kelly Townsend: Backup Plan Would Rely on Ducey to Call Special Session — Staying in Session Could Put New Legislation at Risk

Good morning, all. I will try to post throughout the day what I was able to negotiate in the current budget, voted on last night on the Senate side. Mind you, this still needs to pass in the House and be signed by the Governor. Also, it is rare for me to have asks in the budget, I prefer to not make money requests but rather spend as little as possible.

That being said, this has been the most unusual year. I still do not support Sine die, and have sought a solution to stay open as long as possible. However, the Democrats could repeat last year's move to have 2 Republicans vote to roll us and force it. Therefore, I negotiated a backup plan (among many other negotiations that I will later itemize) in case we do go home Sine Die, that could maximize our chances of a special session after the audit. I negotiated a special committee on the Election audit to be established that will stand ready to receive the audit report for analysis of it, and if there are findings that require us to be in session to propose legislation, we will make that recommendation publicly. At that point, I believe the Governor would be compelled to call us in to fix the statutes to prevent it from happening again, assuming this report is received early enough in the year. (If we don't get the report until December, it makes no sense to come in when we will be back in session only days later).

Special Committee on the Election Audit:

11. Establishes the Special Committee on the Election Audit (Special Committee)
consisting of the members of the Senate Government Committee.

12. Requires the Special Committee to:
a) receive and review the findings of the Senate audit of the 2020 general election
in Maricopa county; and
b) recommend to the President of the Senate the appropriate legislative action
based on the findings of the audit, including a call for a special session of the
Legislature to implement the Special Committee's recommendations.

13. Repeals the Special Committee on January 1, 2021.

Once again, this is available should we end up having to close session Sine die. I prefer recess, however some are concerned with lengthening the 90 days time in the Arizona Constitution that is provided after Sine die to use direct democracy to get something on the ballot to negate our bills we were able to pass, like ESA bills, or any other policy that we got done. It is a real risk, has already been done twice before, and each day we stay open adds to their 90 days.

AZ State Sen. Sonny Borrelli: AZ Senate Adjournment Will NOT Delay AZ Audit ACTION

That is not exactly correct.

Yes, they can investigate and issue subpoenas but how much good did that do last fall?

If they are not in session:

• they can issue subpoenas but they cannot enforce them - that requires a contempt resolution, which requires a vote

• they can investigate but they cannot pass laws based on that investigation in time for the 2022 primary (unless they sine die very early next year)

• and they cannot decertify electors!

They couldn’t decertify electors last fall unless Ducey called a special session and they won’t be able to consider doing that this year if they vote sine die.

Senator Kelly Townsend Update on SB1819 — Amendment for Federal-Only Voters Passed

I am pleased that my amendment to SB1819 was adopted and passed, having to do with cleaning up the Federal-only voter issue. Please see the fact sheet info below:

1. Requires the Secretary of State (SOS) to provide access to the statewide voter registration database to a person or entity that is designated by the Legislature and to the Election Integrity Unit of the Attorney General's (AG's) Office for the purpose of determining whether the SOS's voter registration list maintenance procedures comply with federal law with respect to voters who are registered as eligible to vote only for federal offices (federal-only voters).

2. Requires the person or entity designated by the Legislature to be qualified in more than one state to analyze a state's voter registration rolls for compliance with federal law regarding voter registration list maintenance procedures.

3. Requires the person or entity, after completing its analysis, to report its findings to the Legislature, AG and SOS.

4. Requires the SOS, if the analysis determines that there are person registered to vote who are not eligible to register to vote, to notify the appropriate county recorder and requires county recorders to remove those persons from the voter registration rolls.

5. Requires each county recorder to submit an annual report to the Legislature that contains the following regarding federal-only voters: a) a description of the county recorder's procedures regarding registering federal-only voters; b) the number of federal-only voters in the county; c) the number of voters whose citizenship has been otherwise subsequently verified and whose status has changed to voters who are eligible to vote a full ballot; d) a comprehensive description of the obstacles to obtaining voter registrants' documentary proof of citizenship that complies with Arizona's voter registration requirements and to changing their status to voters who are eligible to vote a full ballot; and e) the number of voters who have been subsequently determined to be ineligible to vote in Arizona and who have been removed from the voter registration rolls.

6. Requires the AG and county attorney to investigate and prosecute, as appropriate, any person who knowingly registers to vote despite being ineligible.

7. Requires the SOS, by December 31, 2021 and pursuant to the National Voter Registration Act of 1993, to submit a request to the U.S. Election Assistance Commission that the Commission include Arizona's state-specific instructions to provide proof of citizenship on the federal voter registration form.

Good news! RINO Governor Doug Ducey of Arizona has restated the fact that he is not running for the United States Senate. It would not matter, however, because he could not get the nomination after failing to perform on the Voter Fraud in Arizona. Audit of Private Money Accepted to Run Elections

The auditor general shall conduct a special audit of financial and related information of any private, nongovernmental grant monies used for this state's 2020 elections and Maricopa county's procurement of voting systems. On or before March 31, 2022, the auditor general shall submit a report to the governor, the president of the senate and the speaker of the house of representatives on all of the following:

1. Private, nongovernmental grant monies received and expended by the secretary of state's office for the 2020 elections and any balance remaining unexpended on June 30, 2021, for the following:

(a) Educating voters how to sign up for the permanent early voting list or how to request an early ballot. The report shall include the type of information provided and where the information was provided.
(b) Recruiting poll workers. The report shall include where the recruitment was targeted and advertised and the requirements for poll worker selection.
(c) Combating misinformation and disinformation about the 2020 elections. The report shall include the methods used, the type of information provided and where the information was provided.
(d) Personnel and employee-related expenses. The report shall include an analysis of why the monies were used for these specific purposes.

2. Private, nongovernmental grant monies received and expended by Maricopa county on programs and processes for the 2020 elections, including the purpose of the expenditures, the amount spent for personnel and employee-related expenses and any balance remaining unexpended on June 30, 2021.

3. Private, nongovernmental grant monies received and expended by Pima county on programs and processes for the 2020 elections, including the purpose of the expenditures, the amount spent for personnel and employee-related expenses and any balance remaining unexpended on June 30, 2021.

4. Maricopa county's process to acquire Dominion Voting Systems, including information regarding:

(a) Compliance with the county's procurement code.
(b) Agreement terms, including acquisition costs, time frames and machine maintenance and security.
(c) The Maricopa county board of supervisors meetings to discuss the acquisition, including any public comment.
(d) The security and technical analysis that occurred before the acquisition.

A Recap in the Last Days of the Arizona Audit: Mainstream Media Meddling and ‘Blue Pen Jen’

Randy Pullen, a former chairman of Arizona’s GOP serving as a volunteer consultant to the Arizona Senate, sat down in an interview at the audit site with The Sun Times to discuss their months of work. He shared that they would likely be finished by Saturday. Pullen said that they’ve averaged over 125,000 ballots a day at this point.

Pullen shared that it’s taken their workers a while due to the inconsistencies in the ballot batches. With each inconsistency, the workers must flag the legal counsel and officials to document the issue.

“Originally, what the counties said was that each batch was in plastic bags. Then, [we] discovered that each batch has only pink sheets [batch sheets] between them. Or, the pink sheets are stacked together on top of all the ballots. Those [ballots] are counted, but there’s no identifiable way to determine which batch they are a part of,” said Pullen. “Everything is legally documented. If everything is perfect, then there’s no problem. But here’s what happens: the batch sheet says there are 200 [ballots] but there’s only 190. Then legal counsel has to document that there’s only 190.”

When asked when the company in charge of the audit, Cyber Ninjas, would finish their analysis, Pullen estimated the end of July at the earliest. The only problem, he said, concerns the tabulating machines and routers. Auditors don’t have access to those yet because election officials won’t turn them over. Pullen said that this presented an issue – especially because election officials reportedly lack the passwords to the tabulators.
