If CIA is actually issuing telecommunications work orders to somehow restructure the communications infrastructure of the DNI’s office so they can monitor communications going into and out of the office, her residence is certainly under the highest levels of surveillance, including technical surveillance. And given she was enrolled in the TSA’s Quiet Skies program, she was certainly under the same level of surveillance going back years. And all of that will entail the use of radiant surveillance technologies which have never been examined or certified as safe for use by any government body, maybe even applied at levels far beyond their normal levels in an effort to provoke a physiological effect. Clearly, in all models, the reason to pave it over is to conceal from the public that things were not as they were shown. Among all the models, the two most likely motives would be Charlie was killed with a means other than a 30-06, and trace residue, such as from explosives would remain and could have been tested for by some online personality. Or Charlie was not killed, and either trace evidence, or a lack of trace evidence would have shown that. Before I could have gone there with a spray bottle of Luminol and a blacklight, and shown there was no residue of blood anywhere. Maybe what we saw was corn syrup and red food dye, or maybe it was all AI and Charlie mimed being shot at the scene and the blood was added in post-processing.
Interesting side note, where I noticed things were not as they seemed years back, but the fuller picture eluded me. Years ago I wanted a special fluorescent microscopy dye. The only place I could find it was a specialty chemical supply shop which serviced a lot of crime labs. I ended up having to explain what I was going to do with it to the head of the company, because they rigorously controlled who they sold to. I thought it strange, as almost nobody would even know the dye I was after would exist, and it only had one specific purpose which almost nobody would ever require. The guy explained they sold Luminol, and were constantly being approached by deer hunters who wanted a gallon bottle so they could track deer they had shot which had gotten away. I joked he should market it for that, since there were more hunters who would stock their truck than there were forensic guys tracking blood spatter but he responded oddly dry about it, as if it were a sore point. I realize now, there was no law against him doing that, and he probably could have gotten rich off it if he could have sourced enough Luminol, as would the manufacturer. But apparently somebody had told him even though it was legal, and there was plenty of demand, he should not do that, and he had given up on simply doing what he would have wanted, within the law. I would assume somebody in intel didn’t want the public able to use Luminol to better see where they needed to scrub their crime scenes, and back then there were so few places selling it they were able to control them all. That would have been back over a couple of decades ago however, and I see now it has become freely available, so apparently the controllers can only control so much as time goes on and sourcing is democratized. That is one of the constraints of a covert surveillance operation which needs to hide at all costs – sometimes you need to cede territory and surrender to protect the secrecy of the operation.

If you are under surveillance, and you keep your eyes open, you may see a Disk. It may even be quite obvious and have lights around the perimeter circling around it and a central light in the center of the bottom. I do not think the Disks are surveillance, they don’t seem tall enough to have humans walking around in them, but I think they somehow are able to recognize surveillance as they are passing by, maybe queueing in on radiofrequency traffic patterns or staged vehicular surveillance around a target, or something else, and they may come in to see what is being followed, thinking it possibly valuable intelligence.
