The amazing thing with this conspiracy is none of its actions ever seem to accidentally create a benevolent side effect. It is always getting people raped, or killed, or destroying wealth, or creating disorder and chaos.
Whatever it is going through the heads of core-surveillance people, it must be consistent with firstly, being cool with killing regular Americans like it is a bodily function. The only five possible thought models I see are one, British loyalists who would have to pass, generation to generation, a British identity to their children, and a worldview of Americans as traitors to the Crown.
