FBI says suspect in New Orleans attack twice visited the city to conduct surveillance

The FBI has revealed that the man who allegedly carried out the New Year's Day attack in New Orleans had recently visited the city twice beforehand, and used "smart glasses" to record video of the area he later targeted.

In a press conference on Sunday, Lyonel Myrthil, the FBI special agent in charge of the New Orleans field office, said that Shamsud-Din Jabbar had traveled to New Orleans just weeks ahead of the attack that killed 14 people and injured many more. One trip took place in October, while the other was in November. Myrthil also said Jabbar had ridden through the city's French Quarter on a bicycle wearing smart glasses made by Ray-Ban that are capable of recording video and are connected to a user's Facebook account.

Biden bans new offshore oil and gas drilling in most federal waters

President Joe Biden is moving to ban new offshore oil and gas drilling in most U.S. coastal waters, a last-minute effort to block possible action by the incoming Trump administration to expand offshore drilling.

Biden, whose term expires in two weeks, said he is using authority under the federal Outer Continental Shelf Lands Act to protect offshore areas along the East and West coasts, the eastern Gulf of Mexico and portions of Alaska's Northern Bering Sea from future oil and natural gas leasing.

First bird flu death reported in the U.S., according to the CDC

The U.S. has recorded its first death of a person infected with bird flu. The patient was a resident of southwest Louisiana who was hospitalized last month with the first known severe case of bird flu in the country. On Monday, the Louisiana Department of Health said the person had died from the illness but shared few other details because of patient privacy rules. The patient was over 65 and had underlying medical conditions.

The patient contracted the illness after being exposed to "a combination of a non-commercial backyard flock and wild birds," according to a news release. An "extensive public health investigation" did not turn up any other cases of H5N1 in a person or evidence of human-to-human spread.

President Biden is creating two new national monuments in California on Tuesday, preserving the lands from development and setting a record for the most land and waters conserved by any president, the White House said.

The Sáttítla Highlands National Monument covers more than 224,000 acres in Northern California, and includes the ancestral homelands of the Pit River Tribe and Modoc Peoples. A dormant volcano is at its center, and it is home to the longest-known lava tube system in the world. The Chuckwalla National Monument covers more than 624,000 acres south of Joshua Tree National Park in southern California, and includes sacred sites important to five groups of indigenous peoples and 50 rare species of plants and animals, including the Chuckwalla lizard.

As winter storms strike, airlines scramble to de-ice planes and keep them flying

This has been a challenging week for air travelers, as a major winter storm forced airlines to cancel thousands of flights and delay thousands more. Those problems were especially acute at airports around the nation's capital, which saw more than half a foot of snow. A second storm is forecast to bring more precipitation to major airports in Dallas and Atlanta later this week.

The winter weather leaves airlines no choice but to de-ice planes before takeoff in order to keep them in the air, because even a small amount of ice on the wings can lead to serious problems. "Not just heavy snow but actually very thin layers of frost can also have a very negative effect on lift," said Kathleen Bangs, a former commercial airline pilot who is now a spokesperson for FlightAware, the flight-tracking website.
