Answer:
The correct view is that it is allowed because this is authentically narrated from the Sahābah and since the congratulation is for 'Eid, then it is only correct to offer it AFTER the 'Eid prayer.

Eid al-Fitr is only one day, not three
Shaykh Sulaymān al-Alwān (may Allāh hasten his release) said:
"Al-Fitr has only one 'Eid day, contrary to what the laymen say today. They make three days out of the day of 'Eid al-Fitr. This is wrong and has no basis whatsoever. 'Eid al-Fitr is one day only and it is the day that comes after Ramadān. The days that come after that are no 'Eid."
قال الشيخ سليمان العلوان:
"والفطر ليس له من العيد إلا يوم واحد خلاف للعامة الآن يجعلون ثلاثة أيام عيداً لعيد الفطر، وهذا غلط وليس له أصل، عيد الفطر ليس له إلا يوم واحد فقط وهو اليوم الذي يلي رمضان، وأما ما يليه فليس من العيد في شيء."

Shaykh Sulaymân al-‘Alwân فك الله أسره was asked: What is the ruling on the one who forgetfully eats or drinks during the day of Ramadân?
He answered: His fast is accepted and this is the opinion of the majority of scholars.
Abû Hurayrah رضي الله عنه narrated that the Prophet ﷺ said: “Whoever forgets that he is fasting then eats or drinks, let him complete his fast, as it was Allâh who fed him and gave him drink.” [Agreed upon]

The night of the 20th (meaning the night following the 19th day's sunset) belongs to the middle ten days of Ramaḍān; the 20th day completes that middle period. Therefore, "the Last Ten Nights" begin from the sunset of the 20th day. (This is known as the night of the 21st, which precedes the 21st day of the month.)
Sometimes this (i.e., the last third of the month) may only be nine days (if the moon is sighted), yet it is still referred to as "the ten," similar to how people say "it is Sunnah to fast the ten days of Dhu al-Ḥijjah," even though the tenth day is the Day of Eid, on which fasting is prohibited. This is simply a case of linguistic generalization.

I'tikaf Infographic
It was proven that the Prophet (peace and blessings of Allaah be upon him) used to observe i'tikaaf during the last ten nights of Ramadaan, Agreed upon. This indicates that the period of i’tikaaf is counted by the nights, not the days. And Allaah says (interpretation of the meaning):
“And by the ten nights”
[al-Fajr 89:2]
The last ten nights start with the twenty-first.
📍Based on this, he should enter the mosque before the sun sets on the night of the twenty-first.

Ibn Rajab al-Hanbali said the Prophet ﷺ used to do in the final ten days that which he never did throughout the entire year (as the Hadith stated).
What did he do? He used to pray at night, he used to make Dhikr and read Qur’an.
Do any form of worship you are comfortable with and that you feel brings you closer to Allah.
Dhikr? Do Dhikr. Reciting Qur’an? Recite Qur’an. Prayer and Qur’an? Do that.
A lot of people ask what is the best thing to do? Allah gave so many forms of worship because He knows the nature of humans. Some matters may be appealing to some and not appealing to others. For example the Rak’aat are different, you have two, three and four Rak’aat, some are silent and some are loud. For some Ibaadaat you need to do Ibaadaat in other Ibaadaat and some are independent.
So what is the best thing to do? It is what you are most comfortable with and that which brings you and strengthens your attachment with Allah.
There are some special Du’aa for the night of Laylat al-Qadar and we will talk about that in an independent talk.
Also, you wake up your family in these nights and it is Sunnah. That is a specialty of the last ten nights. Sufyaan ath-Thawri said when the last nights enter, one should wake up his family to join him in prayer or so they can make their own Salah. You get reward just for doing that.
What else do you do? You pursue the night of Laylat al-Qadar.
