Revised Comprehensive Guidelines for conducting competitive written
public examinations for PwD candidates
In the name of reforms, govt make whole exam process rigorous for candidates, starting from filling hectic application from to joining, the whole process is exhausting.
They silently issued a notice that pwd candidates can take scribe only if scribe is in First year student, previously scribe can be final year students
Just having 2 questions
1. How many PwD NGO, org, PwD students you have consulted before deciding this !
2. Why govt publishing notice silently, with deadline for 3 months!

Use of Technology
1.PwD candidates should be encouraged to use assistive technologies (like screen readers, Braille displays, magnifiers, speech-to-text, etc.) for exams.
2.The aim is to reduce dependence on scribes and promote self-reliance.
3.Exam authorities must ensure such technologies are allowed and accessible.
Use of Scribes
1.If candidates cannot use technology, exam bodies must create an official pool of scribes within 2 years.
Until then, candidates can bring their own scribes (temporary arrangement).
2.Qualification rule: Scribe should be 2โ3 classes below the minimum eligibility for the exam.
3.Example: For graduation-level exams, scribe may be in 1st year of graduation but not below 12th standard.
4.Only one language (medium chosen in exam form) can be used with the scribe.
5.One scribe cannot assist multiple candidates in the same exam.
6.Candidates can meet their assigned scribe 1 hour before the exam.
Implementation
1.All exam-conducting bodies (UPSC, SSC, NEET, JEE, etc.) must adopt these guidelines within 3 months.
2.Guidelines are effective from 1st August 2025.
3.Strict action will be taken against authorities not following the rules.
