The fuel you're purchasing for 90 Rs actually costs only 30 Rs base price (reflecting cost of international oil) Then, the central government imposes a 20-25 Rs excise duty on it, and the state government also imposes a similar VAT tax. The remaining amount goes towards the dealer's commission, transportation, and other expenses.
