Every place has members from all communities and every community has members from all economic backgrounds—rich, poor, and everything in between, you name it. If you truly want to make schemes more effective, focus on economic parameters, not caste. Take every downtrodden person with you on the path to development, regardless of their caste and creed, that's what real development looks like. You cannot just waltz in every institution and play a nonsensical jaati card there, it ultimately breeds discord.
