#Policy_Brief: #Ethiopia’s Banking Sector Transition to Basel II and III: Critical assessment of #NBE’s new directive
In November 2025, the National Bank of Ethiopia (NBE) issued Directive No. SBB/95/2025, transitioning the banking sector toward Basel II and III frameworks. While officials view this as a “mark of maturity,” author Hassen Mama Muse contends that “implementing such a complex system in an economy with limited data infrastructure and human capital may outweigh the perceived benefits.”
He argues the directive “grafts a highly sophisticated, Western-centric regulatory model onto a developing financial system that lacks the requisite infrastructure,” citing a global history of “technocratic failure.”
Hassen cautions that success rests on “prioritizing simplicity, transparency, and domestic economic stability over technocratic elegance,” emphasizing that for Ethiopia, “resilience must be real, not merely compliant on paper.”

#Just_In: #Somalia terminates all security and defense agreements with #UAE
The Council of Ministers of Somalia has formally terminated all existing bilateral security and defense agreements and understandings with the UAE, citing the need to protect the country’s sovereignty and constitutional order.
The Cabinet resolution said the decision was taken “to safeguard the unity, territorial integrity, and constitutional order of the Federal Republic of Somalia.” It also states that all previous security and defense arrangements with the UAE are considered null and void.
The decision comes amid reports today of an Emirati military drawdown in Somalia. Middle East Eye reported that the UAE has begun removing its military presence from Bosaso, with Emirati forces withdrawing hardware and personnel from several Somali bases after Somalia moved to end the agreements.
The outlet linked the withdrawal to rising regional tensions, noting that the development comes as Saudi-UAE rivalry intensifies in the Red Sea.

#Op_ed: Self-Determination for Some, Denied for Others: #Somaliland and politics of selective recognition
In this op-ed, Dagnachew Ayenew argues that #Israel’s recognition of Somaliland in late 2025 has laid bare profound hypocrisies in global diplomacy, demonstrating that self-determination operates “less as a legal norm and more as a political instrument.” He points to the swift backlash from a bloc of 21 states—including #Somalia and #Eritrea—as evidence of what he describes as “a selective application of international law.”
Dagnachew further contends that “self-determination is celebrated in rhetoric, constrained in practice, and granted only when power allows.”
He emphasizes that, until the international community prioritizes intellectual honesty over geopolitical convenience, populations in contested territories will remain in a “waiting room with no clear rules for entry.”
