Op-ed: The #Pretoria Peace Agreement: Broken promises and the urgent call for amendment and renegotiation

A year ago, the #Ethiopian government and the #Tigray People's Liberation Front signed an agreement to bring an end to the civil war in the country. However, there are growing concerns regarding the effectiveness of this agreement. According to Esayas Hailemariam, the federal government has failed to fulfill its obligations of restoring Tigray territories and protecting Tigray civilians from hostilities by Eritrean forces. Consequently, Tigrayans feel that the agreement has not delivered on its promises. Esayas also highlights the presence of evidence indicating the commission of genocide in Tigray, with insufficient measures in place to safeguard the civilian population.

Esayas further points out that both #Eritrean and #Amhara forces have not withdrawn from Tigray, thereby preventing displaced Tigrayans from returning to their homes. "The disregard for the need for humanitarian access and reconstruction in Tigray is deeply concerning," he asserts. "Furthermore, the agreement fails to address the withdrawal of Amhara forces and the return of all Tigray territories."

The author emphasizes the significance of Western Tigray, which serves as a crucial corridor for Tigray's external connections and economic activities. He argues that the Ethiopian government's failure to restore Tigray territories constitutes a serious violation of the agreement.

#Ethiopia: Detention, displacement in Bosat, #Oromia region following tragic murder of three including a mother of seven

Three civilians, including Kuli Hawas, a mother of seven, were allegedly killed by members of the National Defense Forces in Garri Nura Dhera village, #East_Shoa_Zone, Oromia Region. The other victims have been identified as Gada Godana and Boru Bekele. According to residents, Kuli was arrested on 25 October, 2023, and found dead alongside the other victims on the morning of 29 October, 2023.

One of Kuli's children revealed that their mother was taken to a military camp called Sogido by the Defense Forces, who accused her son and his comrades of causing harm to them. Active fighting between the Ola and government forces had been happening prior to the arrest. Another individual named Tufa Edao, 87, survived a gunshot and is currently receiving treatment in #Wolanchiti town.

Following the arrest of Kuli and the others, the entire population of Garri Nura Dhera village, consisting of 1,900 households, was forced to evacuate by the Defense Forces. They are now living in temporary plastic homes near Sogido military camp and Chancho, enduring difficult living conditions.

News: #Ethiopia’s credit rating downgraded by #Fitch, amplifying high default risk

Fitch Ratings, a renowned credit rating agency, downgrades Ethiopia's long-term foreign currency issuer default rating (IDR) from 'ccc-' to 'cc'. This downgrade reflects the country's increased vulnerability to financial obligations without defaulting.

The decline in liquidity and substantial financing shortfalls have raised the risk of potential default. This is the second downgrade since September 2023 when #Moody's also downgraded Ethiopia's currency rating.

Fitch highlights that Ethiopia's 'cc' rating is associated with its involvement in the G20 Common Framework (CF) debt relief initiative, where progress has been limited. Delays in securing financing from the International Monetary Fund (#IMF) and other multilaterals worsen Ethiopia's liquidity situation.

News: Global Eritrean opposition movement ‘Birged Nhamedu’ set foot in #Ethiopia’s Tigray region

The Global Popular Front of #Eritrea, known as #Birged_Nhamedu, has taken a stand against the ruling People's Front for Democracy and Justice (#PFDJ) in Eritrea. Recently, the group held its first discussion in #Adigrat, Ethiopia, to strategize ways to strengthen its movement.

The Global Head of Birged Nhamedu, Kibreab Kiros, stated that the popular front is engaging in activities worldwide, including #Europe, #America, #Australia, and #Israel, with the objective of removing the oppressive regime in Eritrea and ensuring the safety of its people.

Following protests in Europe, Birged Nhamedu gained global momentum, and discussions were held in Adigrat city as part of this youth movement. Birged Nhamedu aims to disrupt the Eritrean government's fundraising structure and establish a new system that promotes development and freedom.

Editorial: Fixation on exam results is leaving a trail of disarray in #Ethiopia’s education. Look beyond!

Once again, Ethiopia's Ministry of Education has delivered shocking news to households across the country. Strict measures were introduced to standardize national school leaving exams and discourage cheating. Only a little over 6% of students scored the passing mark out of 1.7 million who took the exams in both years. This means that only 57,176 students can pursue tertiary education. Education Minister Berhanu Nega expressed frustration over the poor reading and writing skills of eighth grade students. However, the ministry's focus on preventing exam cheating is distracting from other pressing issues.

Over the last five years, nearly 9,000 schools have been destroyed due to wars and violence across the country. Teaching materials and qualified teachers are in short supply. School closures, mass displacements, and disrupted classes have created significant learning gaps and psychological impacts on students. In its editorial, Addis Standard argues that blaming the previous government's language policy or parents is reductionist, while a comprehensive investigation is needed to address root causes.

Addis Standard's editorial further stresses that the current approach to education does not address the systemic collapse because the ministry's narrow focus on cheating prevention misses the bigger problems. It also stresses that quality education requires holistic solutions that account for the shattered education system and the numerous challenges confronting students.

“We must confront the underlying issues to give Ethiopia's children a brighter future,” stresses this week’s editorial.

The Ministry of Education has revealed the cutoff point for students seeking admission to remedial programs after not obtaining satisfactory results for university entrance. Solomon Abraha, Head of Higher Education Administration and Infrastructure at the ministry, announced that the threshold for students enrolling in remedial programs at both private and public institutions will be set at 30% or higher.

Specifically, for students who attended regular schooling in the natural sciences, the cut-off point for enrolling in remedial programs is set at 255, while for social science students, it is 218.

Solomon stated that the university placement for students attending remedial programs will be announced soon.

World Bank, Ethiopian government forge path to enhanced portfolio performance, addressing key challenges

The #World_Bank and the government of #Ethiopia recently completed a successful joint country portfolio performance review (CPPR) on 02 November, 2023. The CPPR aimed to assess the progress of World Bank-supported projects, identify challenges, and improve portfolio performance.

The two-day meeting involved over 170 participants, including World Bank officials, ministers, and staff of project implementing units. The review focused on 33 ongoing World Bank-financed projects out of a total of 43 with a combined value of approximately USD 15 billion. The CPPR highlighted positive portfolio performance, with a 60% cumulative disbursement ratio. However, key constraints were also identified and discussed to ensure smooth implementation.

Concerns have arisen regarding the results of the Ethiopian High School Leaving Certificate exams in 2022 and 2023. Alarmingly, only 3.3% of students in 2022 and 3.2% in 2023 managed to attain the minimum requirement score necessary for higher education admission. #Ethiopia: Government subsidizes 23.4 billion birr for vehicles through targeted fuel subsidy

The government has announced that a total of 23.4 billion birr has been subsidized for vehicles since the implementation of the targeted fuel subsidy in July 2022 until September 2023. Salman Mohammed, the National Targeted Fuel Subsidy Project Coordinator at the Ministry of Transport and Logistics, informed the Ethiopian Press Agency that over 6.7 billion birr has been subsidized for vehicles in the first quarter of the current Ethiopian fiscal year.

Salman emphasized that public transport service vehicles throughout the country have registered through Ethio Telecom sales centers by providing necessary information to benefit from the targeted fuel subsidy. Up to September 2023, fuel transactions worth more than 81 billion birr have been conducted.

#Rwanda announces visa-free travel for all Africans as continent opens up to free movement of people

Rwanda announced Thursday that it will allow Africans to travel visa-free to the country, becoming the latest nation on the continent to announce such a measure aimed at boosting free movement of people and trade to rival Europe’s Schengen zone.

President Paul Kagame made the announcement in the Rwandan capital, Kigali, where he pitched the potential of Africa as “a unified tourism destination” for a continent that still relies on 60% of its tourists from outside Africa, according to data from the United Nations Economic Commission for Africa.

“Any African, can get on a plane to Rwanda whenever they wish and they will not pay a thing to enter our country” said Kagame during the 23rd Global Summit of the World Travel and Tourism Council.

“We should not lose sight of our own continental market," he said. "Africans are the future of global tourism as our middle class continues to grow at a fast pace in the decades to come."

#Ethiopia- #Addis_Abeba city organizes half a million volunteers "peace army" to work with security forces

Lidya Girma, Addis Abeba City Peace and Security Administration Bureau Head said this week that more than 465, 726 "peace army" members are organized by the Bureau and were deployed “to all districts” of the capital city to work with security forces without receiving any financial support.

Lidya further said the Bureau has provided “broad based training to this force, especially in connection with prevention of crimes and violation of rules, in order to enable this force to become the true guardians of our city's peace.”
#Tigray: 66.96% of grade 12 students who sat for school leaving exams scored 50% and above university entrance passing marks.

A total of 9,514 students took the 12th grade exit exams that were administered for three days from 10 October inside #Mekelle, #Aksum, #Adigrat and #Raya university premises across the region.

According to the figures from Tigray Interim Administration Education Bureau, 73.09% took natural science courses while 51.38% sat for social science courses.

The highest passing mark of 657 was scored by student Mussie Kidane of #Qelamino Special High School, which was established in 1998 by Tigray Development Association (TDA).

The school leaving exams for 12th grade students were administered for the first time after the teaching-learning programs were interrupted first by the Covid pandemic followed by the two-year brutal war in the Tigray region that erupted in Nov. 2020.

#Ethiopia: Ministry of Trade cracks down on substandard factories

The Ministry of Trade has recently announced its proactive involvement in suspending production operations in substandard factories and implementing necessary corrective measures. During the inspections, substandard products were identified in certain factories, including edible crude oil and reinforcing steel.

Over the past three months, the ministry has conducted comprehensive inspections and stringent regulatory procedures at 109 factories.

These evaluations were carried out through physical inspections as well as laboratory testing. In the last quarter, 41 representative samples were taken from 25 of the factories under inspection. Out of all the establishments examined, only three factories were discovered to meet the required quality standards.

49 #Ethiopian nationals nabbed in #Nairobi while being smuggled to South Africa

A group of 49 Ethiopian nationals was recently apprehended in two estates in Nairobi as they attempted to be smuggled to #South_Africa. The first group of 31 individuals was discovered in a house in #Komarock while waiting for their smuggler to transport them. Security agencies express concern about the increasing number of Ethiopians being caught in various parts of the country while en route to other destinations. Most of those arrested lack proper immigration documents, causing some stations to hold them for extended periods.

Officials are calling for urgent action to address this issue, as many immigrants are defrauded and subjected to appalling living conditions as they await transportation. The latest group, consisting of individuals aged between 14 and 45, was apprehended in two separate locations. They are currently being held at Kayole police station.

These recent arrests are part of an ongoing trend involving Ethiopian migrants. Many of them use the #Moyale route to enter #Kenya and then attempt to travel to South Africa or the Middle East.
