የኬንያ መንግስት ከሚቀጥለው መስከረም 2026 ጀምሮ ወደ ዩኒቨርሲቲዎችና ኮሌጆች የሚገቡ ሁሉንም ተማሪዎች ትምህርት ሙሉ በሙሉ በመንግስት በጀት እንደሚሸፈን ይፋ አደረገ። ፕሬዚዳንት ዊሊያም ሩቶ፣ አዲሱ የትምህርት ፋይናንስ ማዕቀፍ ከቤተሰብ ኢኮኖሚያዊ አቅም ውጪ በውጤት ላይ ብቻ የተመሠረተ እንደሆነ ገልጸዋል።

ቀደም ሲል ተግባራዊ ተደርገው የነበሩት የዩኒቨርሲቲ በጀት አሰጣጥ ሥርዓቶችና የብድር ድብልቅ ሞዴሎች ተቋማቱንና ተማሪዎችን በቂ ድጋፍ ማድረግ ባለመቻላቸው መቋረጣቸውን ተናግረዋል።

በክሪፕቶከረንሲ መገበያየት ክልክል ነዉ - ብሔራዊ ባንክ

የኢትዮጵያ ብሔራዊ ባንክ ማንኛውም አይነት የቨርቹዋል ሀብቶች አጠቃቀም፣ ግዢ፣ ሽያጭ፣ ዝውውር እና ተያያዥ የንግድ እንቅስቃሴዎች በህግ የተከለከሉ መሆናቸውን ጥብቅ ማስጠንቀቂያ ሰጥቷል።

ባንኩ ዛሬ ባወጣው ይፋዊ መግለጫ እንዳመለከተው፣ በብሔራዊ ባንክ በኩል በግልፅ ፈቃድ ካልተሰጣቸው ተግባራት ውጪ በማናቸውም የቨርቹዋል ሀብቶች ግብይት ላይ መሰማራትም ሆነ ግብይቱን ማመቻቸት ፍጹም የተከለከለ ነው።

ይህ እገዳ እንደ ክሪፕቶ ከረንሲ ያሉ የዲጂታል መገበያያዎችን ጨምሮ፣ በኤሌክትሮኒክ ዘዴ የሚዘዋወሩና ለክፍያም ሆነ ለኢንቨስትመንት አገልግሎት የሚውሉ ማናቸውንም ዲጂታል ውክልና ያላቸው የሀብት አይነቶችን እንደሚጨምር ተገልጿል።

የሚከተሉት ተግባራት በህግ የተከለከሉ ናቸው፦

- በቨርቹዋል ሀብቶች እና በመደበኛ ገንዘቦች መካከል የሚደረግ ልውውጥ፣
- የተለያዩ የቨርቹዋል ሀብቶችን እርስ በእርስ ማለዋወጥ እና ማስተላለፍ፣
- የቨርቹዋል ሀብቶችን ማከማቸት፣ ማስተዳደር ወይም በቁጥጥር ስር ማዋል፣
- ከቨርቹዋል ሀብቶች አቅርቦትና ሽያጭ ጋር የተያያዙ ማናቸውንም የፋይናንስ አገልግሎቶች መስጠት።

ባንኩ ህዝቡ ከእነዚህ መሰል ግብይቶች እንዲቆጠብ ያሳሰበ ሲሆን፣ በእንዲህ አይነት ስጋት ባለባቸው ተግባራት ላይ መሰማራት ለከፍተኛ አደጋ እንደሚያጋልጥ ገልጿል። ከነዚህም መካከል የህግ ተጠያቂነት፣ የማጭበርበር ድርጊቶች፣ የሳይበር ጥቃቶች፣ የገበያ መዛባት እና ከፍተኛ የገንዘብ ኪሳራ ዋና ዋናዎቹ መሆናቸውን ባንኩ በመግለጫው ጠቁሟል።

የኢትዮጵያ ብሔራዊ ባንክ ህዝቡ ንብረቱንና ገንዘቡን ካልተገቡ የፋይናንስ አደጋዎች ለመጠበቅ ሲባል፣ በህግ ዕውቅና ከሌላቸው የቨርቹዋል ሀብቶች ግብይት ራሱን እንዲያርቅ በጥብቅ አሳስቧል።
