The assessment is that the deadlock between the sides will prevent implementation of the second phase of the Trump Plan, leading to reconstruction efforts taking place only within the areas west of the yellow line — outside the territory under Hamas control.
According to the report, there could also be population movement from areas under Hamas control to those under Israeli control (after Israeli screening).
