STEVE'S TAKE: This is a well intended, innocent approach that's a heck of a lot better than sending shrinks out to crime scenes to talk criminals down instead of police officers.

However, I'm inclined to believe across a larger test sample population, this would only deter crime with those who are intimidated by law enforcement who usually don't commit much crime anyways because for the most part, they value the rule of law and order, though you could view this as an infringement by the police state.

Nevertheless, more hardened criminals that live that "Thug Life", they'll probably just look at this as a joke.
