Revelation 13:13 is describing two "beasts".
The second beast (AKA the False Prophet) performs great signs, including making fire come down from heaven in front of people, an act meant to deceive and lead people to worship the first beast (AKA the Antichrist).
So when does Revelation 13:3 happen, before or AFTER the Rapture and how can we be sure?
For the answer to that question, we again turn to The Bible, but this time to 2 Thessalonians 2:3.

So, The Bible says the rapture will happen first.
Those who didn't believe in Jesus and who didn't accept Him as Lord & Savior, the people "left behind" who are still on Earth at that time will see the False Prophet & the Antichrist (AKA the Man of Sin or the Man of Perdition) be revealed.
So, just to be clear, AFTER the rapture, the Antichrist will emerge as a powerful political leader, unifying the world under a one-world government, while the False Prophet will act as a religious leader, promoting worship of the Antichrist and performing deceptive signs. Together, they will lead many astray during a time of great tribulation and chaos.
The inhabitants of the earth in those days will suffer God's wrath and judgment by way of the 7 Seals, 7 Trumpets, 7 Bowls of Judgment mentioned in the Book of Revelation.
That brings us to Daniel 9:27.

So, Daniel 9:27 says that in the last days a 10-nation confederacy will form a "covenant with many" for 7 years.
The 10-nation (covenant with many) will be finalized & the Antichrist will violate the terms of it exactly halfway (3.5 years) through and start coming after (persecuting and killing) the Jews and any post-rapture Christians like no other before especially those who refuse to take the Mark of the Beast.
Only when all of these things have happened does the '2nd Coming' occur which is Jesus coming back in the clouds for all to see in great power, and glory for the Battle of Armageddon where he will speak a word and victory will be His.
The 1,000 year millennial reign in the New Jerusalem ensues.
