Around 125 countries are members of the ICC, including essentially all of Europe, and are bound by treaty law to honor the ICC’s arrest warrants, though there have been examples of countries protesting such warrants and refusing to honor them.
The report was extremely puzzling given that the ICC has not decided all of the relevant jurisdictional questions it is supposed to decide before reaching an arrest warrants stage.

Sources associated with the Iranian Revolutionary Guards claim this is an Israeli attack in response to militia attacks in its territory.
Last night at around 23:30, the Shia militias in Iraq accepted responsibility for attacking the Ovda base, using an Unmanned Aerial Vehicles (UAVs) on April 15th (5 days ago). Shortly after this acceptance of responsibility, blasts near Baghdad in their headquarters were heard.
The U.S. is denying any connection with the attack.
Israel is not saying anything.
A reminder - Israel officially did not claim responsibility on the attack in Iran as well although it seems as though it was them.
