So after 50 years of being virtually empty, I built up our oil reserves during my administration, and low energy prices, to 100% full. The Electronic Currency and Secure Equipment Act (ECASH), introduced by Member of the House of Representatives Stephen Lynch (Massachusetts), directs the Secretary of the Treasury to publicly test the "electronic version" of the US dollar. Although the chances of passing the bill probably remain low, it demonstrates the growing interest of governments in launching alternatives to cryptocurrency.

The ECASH law will require the Minister of Finance to create a program called the "Electronic Currency Innovation Program" (ECIP).
ECIP will oversee a series of pilot programs for what the bill calls "electronic money": a legal tender issued by the Ministry of Finance that can be used without private intermediaries, such as banks or credit card companies. The Treasury will initiate a pilot project within 90 days after the adoption of the bill and will deploy electronic money for the population within four years."
