They count not the votes, but how many ADA had been voted for the pool by summing the amount of ADA that each voting wallet has.

As you know we have participated in Vasil private test net and now in the public test net where we have been testing and supporting the SPOs community. During this time, we found out that to be more competitive and reliable after Vasil HF we need to increase hardware resources, specially the memory and CPU power of our relays and BP node.
Considering decreased price of ADA and the increased cost of running our pool we figured out that the loses that we are accruing every epoch will be bigger. And so, if we would like to run a sustainable pool that is useful to Cardano network, we are forced to stop returning the Fixed fee to our delegators. This will take place at the end of the last epoch of July. We hope that you guys will understand us and will stick around.
