Visa-free access will not work as before: Europe changes the rules for Ukrainians.

Starting in 2021, the European Commission will roll out electronic travel information and authorization system (ETIAS) for visitors from countries that are currently not part of the EU. Thus citizens of countries which have a visa-free access with the EU countries now, including Ukrainians, will need to register.

In order to legally enter the European Union, a maximum of four days before departure will need to fill out an online application form. Completing your online application form will take about 10-20 minutes. After submission, your ETIAS application will be processed instantly and you will receive a decision from the system within 96 hours or less. Problem cases will be handled by clerks in manual mode.
ETIAS will cost €7 euros for individuals between the ages of 18 and 70. Obtained permission will be valid for 3 years.

World leaders pressed to resolve crew change crisis.

ICS and ITF have called on G20 ministers to identify sea ports and airports where crew changes can take place.

The European Commission has given directions to member states to create a network of ports where crew changes can take place without delays.They have been told by Brussels to follow the commission’s guidance on facilitating transit arrangements and the guidance on the implementation of green lanes. For non-EU nationals who need visas to disembark within the EU and who could not apply for them due to the current situation, member states have been urged to grant these at the border so that they may be quickly repatriated.

Guy Platten, ICS secretary general, commented on the news from Brussels: “We welcome the leadership provided by the EC... We hope that this quick response to our calls to the G20 for action globally will act as a catalyst for other nations, and that the G20, in conjunction with IMO, will quickly put in place pragmatic and coordinated arrangements to allow crew changes to take place. Seafarers are the unsung heroes keeping supply chains open. It is right that we support them as they quietly support all of us.”

In a direct response to the COVID-19 pandemic and its impact on seafarer well-being, Inmarsat has formalized a sweeping 50% discount for crew voice calling services – available for up to 40,000 ships until the end of June.

Also Inmarsat is ensuring that calls made to the SeafarerHelp service provided by welfare organization ISWAN (International Seafarers’ Welfare Assistance Network) are available free of charge over the same period.
Inmarsat is working with crew healthcare specialist Vikand and software platform provider FrontM to provide a free COVID-19 video call service with a trained health professional.

❗️Attention! The key ports for the repatriation of seafarers in a pandemic has been already identified.

The International Chamber of Shipping (ICS) and International Air Transport Association (IATA) have issued a joint call on global governments to take urgent measures to facilitate crew change flights for seafarers.

In addition, an alliance of shipowner and management companies representing more than 1,500 vessels and over 70,000 seafarers has echoed the call, demanding that those governments adopt their developed detailed crew change-over risk assessment plans.

In addition to the work of ICS and IATA, the alliance of shipowner and ship management companies has identified key ports where collective crew changes can be organized. These ports include Singapore, Houston, Rotterdam, Gibraltar, Jebel Ali, Fujairah, Hong Kong, and Shanghai.

Priority is given to airports that are close to major shipping lanes that also have direct air connections to principal seafarer countries of residence, such as China, India, and the Philippines, as well as destinations in Western and Eastern Europe.

Seafarer 'travel certificates' launched

Seafarers can now be issued with certificates confirming their keyworker status as transport workers and certifying they be allowed free passage to travel between their home and vessel during the coronavirus pandemic.

The International Chamber of Shipping (ICS) and the International Transport Workers' federation (ITF) have jointly produced the special 'facilitation certificate' templates and sent them to shipping HR managers, personnel manning and vessel masters.

The template and covering letter 'certifies that a seafarer should be allowed free passage to travel between their home and their vessel and has participated in a medical screening'.

The certificates will need to be on company letterhead with required details such as the seafarer's name, passport number, seafarer book number and identity document numbers, as well as employer and ship details.
