The President signed Executive Order On Measures to be Taken in Russian Constituent Entities Pursuant to Executive Order No. 756 of October 19, 2022
Under the Executive Order, top officials (executive bodies) of the Donetsk People's Republic, the Lugansk People's Republic, the Zaporozhye and Kherson regions will be in charge of economic mobilisation, civil defence, and the security of the population and territories.
A state of moderate response will be introduced in the Republic of Crimea, the Krasnodar Territory, Belgorod, Bryansk, Voronezh, Kursk, Rostov regions and Sevastopol, which may include temporary relocation of residents to safe territories with provision of long-term or temporary accommodation, and special security arrangements at exit and entry points, as well as restricted movement across the territory. A high-alert mode will be introduced in other regions of the Central and Southern federal districts.
A state of alert will be introduced in other constituent entities of the Russian Federation, which includes tougher public security measures.
